Ms Sakshi Mittal IAS (AGMUT 2010) has been empanelled as Joint Secretary at the Centre.

Ms. Sakshi Mittal, IAS is a senior civil servant known for her strong grounding in economics and extensive experience across personnel administration, urban governance, revenue management, and technology policy within the National Capital Territory of Delhi and the AGMUT cadre.

She graduated with First position in Economics from Maitreyi College, Delhi, affiliated to the University of Delhi. Her academic excellence in economics laid a solid analytical foundation for her work in public administration, fiscal management, and governance reform.

Currently, Ms. Mittal serves as Director in the Department of Personnel & Training under the Ministry of Personnel, Public Grievances & Pensions, Government of India (May 20, 2024 – May 19, 2029). In this important central assignment, she is engaged in personnel management, capacity building, and administrative reforms—areas central to strengthening governance frameworks and institutional effectiveness.

Prior to this, she briefly served as Special Secretary to the Lieutenant Governor in the Governor’s Secretariat (February 20, 2024 – April 21, 2024), where she handled high-level coordination and advisory responsibilities. She has also held significant roles in the Municipal Corporation of Delhi, serving as Additional Commissioner and Additional Commercial Tax Commissioner (October 2022 – February 2024). In these capacities, she contributed to municipal administration, revenue augmentation, and urban governance reforms in the national capital.

Between 2021 and 2024, Ms. Mittal served as Special Secretary in the Government of National Capital Territory of Delhi (GNCTD), including in the Department of Personnel. Her work involved public administration oversight, personnel management, and policy coordination across departments. Earlier, she held the position of Joint Secretary in Delhi, overseeing portfolios such as Culture, Urban Development, and Water Resources (2018–2019), demonstrating her multi-sectoral administrative experience.

Her tenure in the technology sector includes serving as Special Secretary in the Department of Information Technology and Communication in Aizawl, Mizoram (April 2019 – January 2021), where she contributed to digital governance initiatives and IT-enabled service delivery. She also worked as Director in the Agriculture Marketing Department, Vice Chairperson of the Delhi Agricultural Marketing Board, and Deputy Commissioner (Revenue) in Delhi (2016–2018), handling agricultural market regulation, revenue administration, and fiscal oversight.

Earlier in her career, Ms. Mittal served as Mission Director under the GNCTD (2015–2016), contributing to social justice and empowerment initiatives. She also held key district administration roles in the Andaman & Nicobar Islands, serving as Deputy Commissioner in Nicobar (from September 2013) and Assistant Commissioner in North and Middle Andaman (2012–2013). These grassroots postings provided her with strong experience in land revenue management, district governance, and public service delivery in geographically challenging regions.

Ms. Mittal began her administrative journey with training in the IAS from July 2010 to July 2012, laying the foundation for her career in public service.

Across her professional trajectory, Ms. Sakshi Mittal has demonstrated administrative versatility—moving seamlessly between district leadership, municipal governance, revenue administration, technology policy, and central personnel management.
