Shri Sajjan Singh Yadav IAS (AGMUT 1995) given extension in upgradation of the post of Joint Secretary to the level of Additional Secretary in Department of Expenditure for a term up to 19.08.2026 by the Appointments Committee of the Cabinet.
Shri Sajjan Singh Yadav stands among the distinguished officers of the Indian Administrative Service, known for his deep administrative insight, financial expertise, and commitment to public welfare. Over the years, he has held pivotal responsibilities in the Government of India and in the Government of the National Capital Territory of Delhi (GNCTD), contributing significantly to financial management, public policy, water governance, consumer affairs, commercial taxation, and urban development. Shri Yadav’s academic journey reflects both diversity and depth. He holds a postgraduate degree in Animal Husbandry, which he completed with first division. He later earned an MBA in Finance from the Faculty of Management Studies (FMS), University of Delhi, also with first division. His quest to build a strong foundation in governance and global public administration led him to the prestigious Hubert H. Humphrey School of Public Policy, Minnesota, where he completed his Master of Public Administration (MPA) with Grade ‘A’. This blend of financial and public policy education equipped him with strong institutional and analytical capability that reflects across his professional decisions.
His current and one of the most impactful roles began on 6 December 2021, when he assumed office as Additional Secretary, Ministry of Finance (Department of Expenditure), Government of India, a position he continues to hold. In this capacity, he plays a crucial role in national expenditure management and resource allocation — key pillars for the governance ecosystem.
Before this role, Shri Yadav served as Joint Secretary, Department of Expenditure, contributing to fiscal reforms and expenditure monitoring between August 2020 and December 2021. Prior to that, he briefly worked as Joint Secretary, Ministry of Women & Child Development, where he supported welfare-oriented reforms from August 2019 to August 2020.
His tenure in GNCTD marked some of the most active administrative chapters of his career. Between 2014 and 2016, he served in various leadership capacities such as Secretary & Commissioner, Food, Civil Supplies & Consumer Affairs, Commissioner of Commercial Taxes, and CEO of Delhi Jal Board (DJB). His leadership at the DJB was notable for ensuring drinking water governance and public utility streamlining. Similarly, his roles in the Food and Civil Supplies Department ensured stabilised delivery of essential commodities and protection of consumer interests — key concerns for a metropolitan economy.
Earlier, Shri Yadav also held important positions in urban and municipal governance including Commissioner, Municipal Corporation of Delhi (East Delhi) and Secretary, Urban Development Department, where he contributed to infrastructural enhancement and administrative reforms. These experiences helped him develop in-depth knowledge of urban administration and city management, which continue to shape his governance approach even today.
Shri Sajjan Singh Yadav’s career saw several central government assignments as well. He served in the Ministry of Corporate Affairs as Director and Deputy Secretary, where he worked on corporate governance and regulatory frameworks. He also served in the Health & Family Welfare Ministry as Director, contributing to health system delivery and institutional policy structures.
His early field postings built the foundation of his administrative strength. From 1997 onwards, he served as Assistant Commissioner in Mizoram, progressed to Deputy Commissioner in Arunachal Pradesh, and later took charge as Deputy Commissioner in South Delhi, where he handled land revenue management and district administration. His assignment as Special Secretary to the Chief Minister of Delhi further strengthened his understanding of executive governance and coordination at the highest level.
