Vishal Chauhan IAS extension as Member -Admin, NHAI (upgraded from Joint Secretary)
Shri Vishal Chauhan IAS (Sikkim 1998) given extension in upgradation of the post of Member (Admin), National Highways Authority of India from the level of Joint Secretary to that of Additional Secretary for a term up to 05.11.2026 by the Appointments Committee of the Cabinet.
Shri Vishal Chauhan, IAS, stands among the distinguished civil servants whose administrative journey reflects vision, versatility and deep commitment to nation-building. His academic brilliance laid the foundation for an illustrious career — a B.E. in Electrical Engineering with First Division, followed by a PG Diploma in Industrial Engineering from the National Institute of Industrial Engineering, Mumbai (First Division), and a Master’s in Public Policy & Management from King’s College London (First Division). This blend of technical, managerial and public policy education has enabled him to approach governance with analytical precision and a reform-oriented mindset.
Currently, Shri Chauhan serves as Member (Administration), National Highways Authority of India (NHAI), Ministry of Road Transport & Highways, New Delhi (06/11/2023 – 05/11/2026). In this role, he contributes to key administrative and infrastructural functions of NHAI — an organisation central to India’s expanding expressway and national highway network. His clarity in governance, people-centric approach and administrative diligence have further strengthened the functioning of the road transport sector. Prior to this, he briefly held the position of Member (Admin), NHAI (04/10/2023 – 06/11/2023) at the Joint Secretary equivalent level, reflecting the system’s confidence in his leadership.
From December 2020 to October 2023, Shri Chauhan served as Joint Secretary, Ministry of Health & Family Welfare, New Delhi, playing a critical role in the health administration landscape during a period that demanded resilience, innovation and strategic coordination. His contributions supported policy implementation, institutional strengthening and collaborative health governance.
His professional excellence has also been enriched by international exposure through Foreign Training in London (15/09/2019 – 30/09/2020), where he deepened his understanding of public policy frameworks. Prior to this, he held important state-level roles in the field of health as Principal Secretary, Health & Family Welfare Department, Government of Sikkim (2019–2020) and Commissioner-cum-Secretary, Health & Family Welfare, Government of Sikkim (2017–2019). His leadership was instrumental in driving improvements in medical education and public health systems, making lasting contributions to the state’s administrative progress.
A notable phase of his career has been his inter-cadre deputation to Uttar Pradesh, where he successfully managed multiple assignments across the energy sector — including roles in UP Power Corporation Limited, UP Rajya Vidyut Utpadan Nigam Limited, UP Power Transmission Corporation Limited, and Hydro Power Corporation. His administrative experience in the power sector, including oversight of electricity generation, transmission and distribution processes, strengthened state energy governance and contributed to system efficiency.
Shri Chauhan also excelled in field-level administration, particularly as District Magistrate of Mathura (2013–2014) and District Magistrate of South Sikkim and East Sikkim earlier in his career. These roles demanded people-focused decision-making, disaster management, law-and-order supervision, and development oversight — domains in which he delivered with efficiency and empathy. His exposure to grassroots administration provided him with a strong understanding of citizen needs and governance realities, shaping his approach in subsequent senior roles.
His administrative responsibilities have covered a vast range of sectors including finance, rural development, industries, agriculture and horticulture, renewable energy, home affairs, urban development, and banking. This diversity not only reflects his adaptability but also his effectiveness across varied policy environments.
