Shri Rakesh Gupta IAS (Haryana 1997) given extension in upgradation of the post of Joint Secretary to the level of Additional Secretary in President’s Secretariat for a term up to 14.09.2026 by the Appointments Committee of the Cabinet.
Shri Rakesh Gupta is a seasoned civil servant whose illustrious career reflects consistent dedication to public administration, impactful governance, and people-centric service delivery. An engineering graduate with a B.Tech in Chemical Engineering, he has successfully transitioned his analytical foundation into a dynamic administrative career spanning multiple sectors over more than two decades.
Since 19 November 2022, Shri Gupta has been serving as Additional Secretary to the President’s Secretariat, New Delhi, where he plays a pivotal role in personnel, policy processing, and administrative coordination. His ability to provide clarity in governance and oversee crucial administrative processes has reinforced institutional efficiency. Prior to this elevation, he briefly served as Joint Secretary, President’s Secretariat (24 September 2022 – 19 November 2022), handling administrative reforms and personnel matters. The brief duration followed by an elevation to Additional Secretary demonstrates the confidence reposed in his leadership and administrative acumen.
Before joining Rashtrapati Bhavan, Shri Gupta had a significant role in the domain of welfare administration as Joint Secretary, Ministry of Women & Child Development, New Delhi (15 September 2021 – 24 September 2022). His experience in this sector continued seamlessly, having earlier served as Administrative Secretary, Department of Development of Women & Children, Chandigarh (February 2021 – August 2021). These assignments, focused on women and child empowerment, strengthened his understanding of social-sector policies, grassroots implementation challenges, and capacity-building of associated institutions.
A noteworthy part of his career includes leadership in the education sector. Shri Gupta served as Director General, Technical Education & Industrial Training (January 2020 – February 2021), Director General, Elementary Education Department (April 2019 – June 2019), and Director General, Secondary Education Department (October 2018 – August 2019), all headquartered in Panchkula. His administrative interventions supported institutional strengthening, improved training ecosystems, and holistic education governance. His sustained engagement with the education framework also included important roles under the School Education Department, contributing to policy execution and capacity development.
From October 2014 to October 2018, he served as Additional Principal Secretary to the Chief Minister, Haryana, one of the most challenging and critical assignments in a state government. In this role, he provided high-level administrative support, coordinated inter-departmental initiatives, and participated in key policy responses — contributing significantly to governance outcomes.
Health administration has also been a dominant vertical in his professional journey. Shri Gupta served in multiple responsibilities including Secretary, Health & Family Welfare, Mission Director, National Rural Health Mission, and Commissioner, Health – Food & Drugs Administration across various tenures between 2011 and 2014. His leadership strengthened core systems related to rural health delivery, community health, medical education, and pharmaceutical administration.
His field-level experience has been equally impressive, marked by postings as Deputy Commissioner of Faridabad, Gurgaon, Karnal and Rohtak, and earlier as Sub-Divisional Officer in multiple locations. These assignments gave him a deep understanding of district-level governance, land and revenue administration, disaster response, development implementation and citizen service delivery.
Equally notable was his tenure as Chief Administrator, Mata Mansa Devi Shrine Board (2007–2008), where he exhibited skill in managing institutional, administrative and public welfare frameworks simultaneously.
