Dr Kajal IAS (Uttar Pradesh 2008) has been appointed as Joint Secretary- Department for Promotion of Industry & Internal Trade for a combined tenure of seven years upto 12/04/2028 vice Ms. Sandhya Bhullar IAS (GJ:2003).
Dr. Kajal IAS is a distinguished officer of the Indian Administrative Service with an exceptional academic foundation in medicine and public health. She holds a Doctor of Public Health (DrPH) in Maternal and Child Health/Epidemiology from the University of Arizona (2020–2025), where she developed advanced expertise in epidemiology and both qualitative and quantitative research methodologies. Earlier, she earned a Master of Science in Global Health from the University of California, San Francisco (2016–2017) with an ‘A’ grade, presenting a notable thesis on universal health coverage through health financing reforms.
Dr. Kajal began her medical journey with an MBBS from Baba Farid University of Health Sciences (1997–2002), followed by a Doctor of Medicine (MD) in Obstetrics and Gynecology from the Postgraduate Institute of Medical Education and Research (2003–2006), where she was awarded a silver medal. Her strong clinical background combined with global public health training positions her uniquely in policy formulation and healthcare administration.
Belonging to the Uttar Pradesh cadre, Dr. Kajal began her IAS journey with training and early field assignments, including her role as Joint Magistrate in Meerut, where she gained hands-on experience in revenue administration and governance. She subsequently served as Chief Development Officer and Additional Commissioner in Meerut, contributing to developmental administration and regional governance.

Her tenure as District Magistrate of Mahoba marked a significant phase in her career, where she was responsible for overall district administration, law and order, and implementation of government schemes. Dr. Kajal’s medical background found strong relevance in her roles within the Health & Family Welfare Department of Uttar Pradesh, where she served as Special Secretary. In this capacity, she contributed to health policy implementation, public health initiatives, and strengthening healthcare delivery systems. She also held key positions in the energy sector, serving as Managing Director and Director in various energy and alternative energy organizations, including the Uttar Pradesh New and Renewable Energy Development Agency (NEDA). After a period of ex-India leave for higher studies, Dr. Kajal transitioned into urban governance and local self-government roles, serving as Director in the Urban Development Department and later in Local Bodies in Uttar Pradesh. These roles involved urban planning, municipal administration, and implementation of urban development schemes.
On central deputation, she served as Executive Director at Rural Electrification Corporation (REC) in Gurugram, where she contributed to financing and development of power infrastructure projects across the country. In the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, Dr. Kajal has been serving as Director since January 2023.
