Shri Pankaj Kumar IAS (Uttar Pradesh 2002) has been appointed as Joint Secretary- Ministry of Power for a tenure of five years vice Shri Mohammad Afzal CPES (1995).
Shri Pankaj Kumar, an Indian Administrative Service (IAS) officer of the Uttar Pradesh cadre, is a seasoned administrator known for his extensive experience in district governance, energy management, and public policy implementation. Academically, he is a graduate in Philosophy and holds a B.A. (Honours) in Philosophy from St. Stephen’s College, University of Delhi, where he secured First Division. His academic grounding in philosophy has contributed to his analytical thinking, ethical approach to governance, and balanced decision-making abilities in complex administrative situations.
Shri Kumar began his administrative career with training followed by early field assignments as Joint Magistrate in Deoria and Chief Development Officer in Mainpuri. These initial roles provided him with valuable grassroots exposure in rural development, public administration, and implementation of government schemes. His ability to manage developmental challenges effectively led to his appointment as District Magistrate (DM) in multiple districts.
Over the years, he served as District Magistrate in Jalaun, Ballia, Basti, Muzaffarnagar, Sitapur, Aligarh, and Agra, reflecting a remarkable breadth of experience in district administration. In these roles, he was responsible for maintaining law and order, land revenue administration, and execution of various welfare and development programs. His leadership at the district level demonstrated strong administrative control, crisis management skills, and a commitment to efficient governance.
In addition to his district assignments, Shri Pankaj Kumar held several important positions in the Government of Uttar Pradesh. He served as Special Secretary in departments such as Agriculture, Basic Education, Secondary Education, and Home, where he contributed to policy formulation and implementation across diverse sectors. His involvement in flagship programmes like the Mid-Day Meal Scheme and initiatives in the education sector highlighted his role in strengthening human resource development and social welfare.
A significant portion of his career has been associated with the energy sector. He served in key roles within the Uttar Pradesh Power Corporation Limited (UPPCL), including as Managing Director. His tenure in the power sector focused on improving electricity distribution, enhancing operational efficiency, reducing losses, and strengthening energy infrastructure in the state. His leadership in UPPCL, both at Varanasi and later in Lucknow, reflects his expertise in managing large public sector utilities and complex power systems.
Shri Kumar also served as Mission Director of the National Health Mission (NRHM) in Uttar Pradesh, where he played a crucial role in implementing public health programmes and improving healthcare delivery systems. His experience in health administration added another dimension to his already diverse career profile, showcasing his adaptability across sectors.
In the Chief Secretary’s Office, he worked as Principal Staff Officer, contributing to high-level administrative coordination and policy execution within the state government. This role further strengthened his experience in governance at the highest levels of the state administration.
