Shri Anupam Kumar IAS (Bihar 2003) has been appointed as Joint Secretary- Ministry of New & Renewable Energy for a tenure of five years vice Shri Sanjay Chilwarwar IRSSE (1997).
Shri Anupam Kumar, an Indian Administrative Service (IAS) officer of the Bihar cadre, is a distinguished civil servant known for his extensive experience in district administration, public policy, and governance at the highest levels of the state government. Academically, he holds a Bachelor of Science (B.Sc.) and a Master of Science (M.Sc.) in Physics from Lucknow University, both with First Division. His strong academic foundation in science has contributed to his analytical thinking, structured decision-making, and problem-solving abilities in complex administrative environments.
Shri Kumar began his administrative journey with field-level assignments after completing his training. He served as Assistant Collector in Muzaffarpur, followed by roles as Sub-Divisional Officer (SDO) in West Champaran and Nalanda. These early assignments provided him with hands-on experience in land revenue management, law and order, and grassroots governance. His ability to effectively manage administrative responsibilities at the sub-divisional level laid a solid foundation for his subsequent roles.
He went on to serve as District Magistrate and Collector in several key districts of Bihar, including Nalanda, Rohtas, Muzaffarpur, and East Champaran. His long tenure in district administration reflects his strong leadership capabilities and deep understanding of governance at the grassroots level. As District Magistrate, he was responsible for maintaining law and order, implementing government schemes, managing disaster response, and ensuring efficient delivery of public services. His work in these districts contributed significantly to local development and administrative efficiency.
Transitioning to the state secretariat, Shri Anupam Kumar held important positions in the Finance Department, where he served as Officer on Special Duty (OSD) and later as Joint Secretary. In these roles, he gained valuable experience in budget formulation, financial planning, and fiscal management. His exposure to financial governance strengthened his policy perspective and administrative competence.
A significant phase of his career began with his association with the Chief Minister’s Secretariat in Bihar. He served as Special Secretary and was later elevated to Secretary in the Chief Minister’s Office (CMO). In this capacity, he played a crucial role in policy coordination, governance monitoring, and execution of key government initiatives. His responsibilities included advising on policy matters, overseeing implementation of flagship programmes, and ensuring effective coordination across departments.
In addition to his role in the CMO, Shri Kumar also held charge as Secretary in the Information and Public Relations Department, where he contributed to government communication strategies and public outreach. He also served as Managing Director of Samvad Samiti, further strengthening the state’s information dissemination mechanisms.
His administrative versatility is reflected in his tenure as State Transport Commissioner, where he handled issues related to road transport, regulation, and public mobility. He also served as Director in the Information and Public Relations Department, showcasing his ability to manage diverse portfolios effectively.
Shri Anupam Kumar further held key positions as Managing Director in the Cabinet Secretariat and Coordination Department, where he was involved in high-level policy coordination and governance processes. Additionally, he served as Secretary in the Parliamentary Affairs Department, contributing to legislative coordination and smooth functioning of government business in the legislature.
