Debasish Prusty IAS empanelled as Additional Secretary
Shri Debasish Prusty IAS (Rajasthan 2000) has been empanelled as Additional Secretary at the Centre.
Shri Debasish Prusty, IAS, is widely regarded as a thoughtful and multidimensional civil servant whose career reflects intellectual depth, administrative versatility, and global exposure. With a strong academic foundation in science, environment, languages, and management, he brings a rare interdisciplinary perspective to governance.
A graduate in Chemistry with First rank from Khallikote Autonomous College under Berhampur University, Odisha, Shri Prusty went on to pursue higher studies at the prestigious Jawaharlal Nehru University, New Delhi, earning both his Postgraduate degree and M.Phil. in Environmental Science with First rank. His academic pursuit later culminated in a Ph.D. in Management from Manipal University, reflecting his sustained engagement with institutional systems and leadership frameworks. Demonstrating remarkable linguistic capability, he also completed a Certificate Course and Diploma in French from University of Rajasthan with First rank—an asset that later complemented his diplomatic assignments abroad.
Currently serving as Principal Secretary to Government, Housing & Urban Development Department, Jaipur (since June 2025), Shri Prusty plays a central role in shaping urban housing policy and development frameworks in Rajasthan. Simultaneously, he has held key responsibilities in the Finance Department, including as Principal Secretary (Budget) and earlier as Secretary (Budget), underscoring his command over fiscal planning and resource management. His brief additional charge as Secretary (Expenditure) further reflects the confidence reposed in him in managing sensitive financial portfolios. As Chairman of the Rajasthan Housing Board, he contributes directly to strengthening affordable housing initiatives and urban infrastructure delivery.
One of the defining phases of his career was his tenure as Deputy Chief of Mission (Commerce) at the Embassy of India in Brussels, Belgium (2019–2024). In this foreign posting, he engaged extensively with trade, commerce, and multilateral economic engagements, representing India’s commercial interests in Europe. His linguistic proficiency and academic grounding in environmental science added depth to his international engagements, particularly in discussions involving sustainability and climate-linked trade concerns.
At the national level, Shri Prusty served in the Ministry of Environment, Forest & Climate Change as Deputy Secretary and later as Director in New Delhi, where he dealt with critical policy matters related to climate governance and environmental regulation. Earlier, as Private Secretary (Deputy Secretary equivalent) in the Department of Economic Affairs, Ministry of Finance, he was closely associated with macroeconomic policy coordination and financial sector matters.
In Rajasthan, his administrative journey spans diverse and challenging assignments. He has served as District Collector and District Magistrate in Baran, Sawai Madhopur, and Sikar, where he oversaw district administration, revenue management, and law-and-order functions. His tenure as Commissioner, Employment Guarantee Scheme, and Commissioner, Civil Defence Department, Jaipur, highlighted his ability to manage both development-oriented and security-linked portfolios with balance and clarity.
Earlier postings as Deputy Secretary in the Personnel Department, Sub-Divisional Officer in Rajgarh, Jaipur, and Sirohi, and Assistant Collector in Jodhpur provided him strong grassroots exposure. His formative training at HCM Rajasthan State Institute of Public Administration (HCMRIPA), Jaipur, and at Mussoorie during the Enterprise Leadership Programme laid the groundwork for his structured administrative approach.
Across more than two decades of service, Shri Debasish Prusty has demonstrated adaptability across sectors—environment, finance, rural development, commerce, urban housing, and diplomacy. His blend of academic excellence, policy sensitivity, financial acumen, and international exposure makes him a respected figure in public administration.
