The order, issued on November 30, 2025, covers eight officers and marks one of the first major cadre realignments since the National Democratic Alliance (NDA) returned to power with a substantial majority in the recent Assembly elections.
Shri Singh, who served as Additional Chief Secretary of Industries with additional charge of Transport and Director General-cum-Chief Enquiry Commissioner, now assumes a portfolio central to coordinating investment, infrastructure planning and multi-departmental development initiatives. The posting comes at a time when the NDA government—whose leadership termed the electoral verdict a “vote for development”—has signalled an emphasis on accelerating economic programmes and improving administrative delivery.
A review of previous appointments indicates that movement from the Development Commissioner’s office to the Chief Secretary’s post, while not routine, has occurred in notable instances. Arun Kumar Singh, who became Chief Secretary in 2021, earlier held the Development Commissioner role, as did his successor, Pratyay Amrit. The pattern suggests that the commissionerate, given its economic and inter-departmental remit, has at times functioned as a preparatory assignment for senior leadership roles. Officials familiar with cadre management describe this as a measured progression supporting policy continuity, particularly significant as the coalition seeks administrative stability following its renewed mandate.
The reshuffle’s broader contours reflect an effort to reinforce departments aligned with the government’s development agenda. Chandrakant Kumar Anil (1991 batch) has been appointed Principal Secretary, Revenue and Land Reforms, while Dipak Kumar Singh (1992 batch) moves to the post of Director General-cum-Chief Enquiry Commissioner in the General Administration Department. Kundan Kumar (2004 batch) returns to the Industries Department as Secretary, continuing to oversee investment promotion linkages in New Delhi and Mumbai.
Other changes include the withdrawal of the Industries portfolio from B. Kartikey Dhanji (2008 batch), the posting of Sanjay Kumar Singh (2007 batch) as Officer on Special Duty in the Home Department, and an exchange of assignments between Kaushal Kishore and Raj Kumar (both 2010 batch) as Divisional Commissioners of Darbhanga and Tirhut respectively, with the latter also taking charge of Transport.
Analysts note that while the reshuffle is administrative in form, it aligns with the NDA’s post-election positioning of strengthening infrastructure development, economic expansion and departmental coordination under the widely promoted “double engine” model emphasised by the BJP and JD(U) leadership. With the new government seeking to consolidate its governance agenda after its decisive win, the calibrated redistribution of responsibilities is seen as part of a broader attempt to reinforce institutional capacity across key sectors.

3. Shri Mihir Kumar Singh IAS (Bihar 1993), presently Additional Chief Secretary (ACS), Industry, Bihar, with additional charge of ACS, Transport Department, Bihar, and DG-cum-Chief Enquiry Commissioner, Bihar, is transferred and appointed as Development Commissioner – Bihar.
4. Shri Kundan Kumar IAS (Bihar 2004), presently Resident Commissioner, Bihar Bhavan, New Delhi, with additional charge of Investment Commissioner, Department of Industries, Mumbai; CEO, Bihar Foundation; MD, Bihar Industrial Area Development Authority (BIADA); and MD, Infrastructure Development Authority (IDA), Bihar, is transferred and appointed as Secretary – Industry, Bihar, Patna, with additional charge of Resident Commissioner – Bihar Bhavan, New Delhi; Investment Commissioner – Mumbai; CEO – Bihar Foundation; MD – BIADA; and MD – IDA, Bihar.
5. Shri B Kartikey Dhanji IAS (Bihar 2008), presently Secretary, Minor Water Resources Department, Bihar, with additional charge of Secretary, Industry, Bihar, and Enquiry Commissioner, GAD, Bihar, is relieved from the additional charge of Secretary – Industry, Bihar.
6. Shri Sanjay Kumar Singh IAS (Bihar 2007), presently Secretary, Commercial Taxes Department, Patna, with additional charge of Secretary, Health; Commissioner, Commercial Taxes; Additional Commissioner, GST; and Enquiry Commissioner, GAD, is given additional charge of Officer on Special Duty (OSD) – Home, Bihar.
7. Shri Kaushal Kishore IAS (Bihar 2010), presently Divisional Commissioner, Darbhanga Division, Darbhanga, Bihar, is transferred and appointed as Divisional Commissioner – Tirhut Division, Muzaffarpur, Bihar.
8. Shri Raj Kumar IAS (Bihar 2010), presently Divisional Commissioner, Tirhut Division, Muzaffarpur, Bihar, is transferred and appointed as Secretary – Transport Department, Bihar.
