Indian Bureaucracy News, Chandigarh, December 01, 2025 | The Haryana government has ordered a sweeping reshuffle of twenty (20) IAS officers, including four new deputy commissioners, in a move widely seen as both an accountability exercise following recent sports-infrastructure lapses and a broader administrative reset ahead of the 2026 fiscal planning cycle. The late-Sunday overhaul comes days after two teenage basketball players died in separate accidents caused by rusted hoops in Rohtak and Bahadurgarh, prompting Chief Minister Nayab Singh Saini to direct a statewide audit of sports facilities.
As part of the changes, Vijay Singh Dahiya (2001 batch) takes additional charge as Commissioner and Secretary, Sports Department, replacing Navdeep Singh Virk (IPS, 1994). Parth Gupta (2013 batch), earlier Deputy Commissioner of Yamunanagar, assumes charge as Director, Sports, with concurrent responsibilities in tourism.
Urban governance has seen the most significant repositioning. Arun Kumar Gupta (1992 batch), Principal Secretary to the Chief Minister, will now also oversee the Urban Local Bodies Department and serve as Member Secretary of the Kurukshetra Development Board. Ashok Kumar Meena (2006 batch) moves to Director General, Urban Local Bodies, while Phool Chand Meena (2004 batch) returns as CEO, Gurugram Metropolitan Development Authority, replacing J Ganesan (2006 batch), who shifts to major roles at HARTRON and the Haryana Vidyut Prasaran Nigam.
Additional changes span industries, renewables, personnel, transport and district administration, including new postings for Ravi Prakash Gupta (Hisar Division), Pankaj (Personnel), Dr Aditya Dahiya (HSIIDC and HFC), Sangeeta Tetarwal (New & Renewable Energy), Anish Yadav (Development & Panchayats), and district-level shifts in Faridabad, Kaithal, Yamunanagar, Hisar, and Manesar. Analysts view the reshuffle as a structural consolidation aimed at improving coordination across NCR-linked districts, though critics question whether administrative changes alone can address the deeper infrastructural failures.

- Shri Phool Chand Meena IAS (Haryana 2004), presently Commissioner & Secretary, Human Resources Department, Haryana, with additional charge of Commissioner & Secretary, General Administration Department, Haryana, is given additional charge of Chief Executive Officer – Gurugram Metropolitan Development Authority, relieving Shri J Ganesan IAS (Haryana 2006).
- Shri J Ganesan IAS (Haryana 2006), presently CEO, Faridabad Metropolitan Development Authority, with additional charge of CEO, Gurugram Metropolitan Development Authority; Director General, Housing for All, Haryana; Secretary, Housing for All Department, Haryana; Chief Administrator, Housing Board, Haryana; and CEO, SPV for HAIDP and HCAPSD and other externally aided projects, has been relieved of the additional charge of CEO – Gurugram Metropolitan Development Authority, and is given additional charge of Managing Director – Haryana State Electronics Development Corporation (HARTRON) and Managing Director – Haryana Vidyut Prasaran Nigam Limited, relieving Shri Mahender Pal IAS (Haryana 2017) from HARTRON.
- Shri Ashok Kumar Meena IAS (Haryana 2006), presently Director General and Secretary, Development & Panchayats, Haryana, is transferred and appointed as Director General – Urban Local Bodies and Secretary – Urban Local Bodies Department, Haryana, with additional charge of Mission Director – State Urban Livelihood Mission and State Urban Development Authority, Haryana, and Director General – Foreign Cooperation Department, Haryana. He relieves Shri Pankaj (Haryana 2009) from Urban Local Bodies Department and Smt Amna I Tasneem IAS (Haryana 2012) from the Foreign Cooperation Department.
