Indian Bureaucracy News, Ranchi, October 01, 2025| Senior IAS officer Shri Avinash Kumar IAS of the 1993 batch Jharkhand Cadre has been appointed as the Chief Secretary of Jharkhand, succeeding Smt Alka Tiwari IAS, who retired on September 30, 2025. The announcement was made on October 1, 2025.
Shri Kumar, a seasoned administrator is known to be closely associated with Chief Minister Hemant Soren. He will also continue as Additional Chief Secretary to the CM and Principal Resident Commissioner at Jharkhand Bhavan, New Delhi.
Over his career, Shri Kumar has held key positions including the post of Development Commissioner, Additional Chief Secretary of Energy Department, and Chairman-cum-Managing Director of Jharkhand Urja Vikas Nigam Ltd. and Jharkhand Bijli Vitran Nigam Ltd., where he focused on improving power distribution and operational efficiency.
Known for his administrative acumen, his appointment is expected to bring continuity and strengthen governance in critical areas such as infrastructure development, energy reforms, and public service delivery.
Shri Kumar a B Tech and M Tech graduate, brings decades of experience in administration and policy implementation, positioning him to address Jharkhand’s developmental priorities effectively.
