Smt. Archana Agrawal, a 1990 batch officer of the Indian Administrative Service (IAS) from the Uttar Pradesh cadre, is a highly accomplished civil servant known for her integrity, administrative excellence, and visionary leadership. Over a career spanning more than three decades, she has made significant contributions across diverse domains of governance including urban development, infrastructure, finance, industries, health, and education.
Academically, Smt. Agrawal holds a Postgraduate degree in Political Science, a Bachelor’s degree in History, and an MBA in Financial Management from the Indira Gandhi National Open University (IGNOU), New Delhi, all with First Division — underscoring her academic brilliance and multidisciplinary expertise.
She has recently been appointed as Additional Chief Secretary, Transport Department, Government of Uttar Pradesh, and Chairperson, Uttar Pradesh State Road Transport Corporation (UPSRTC). In this role, she will oversee the modernization and efficiency enhancement of the state’s transport infrastructure, focusing on safe, sustainable, and commuter-friendly mobility solutions.
Prior to this appointment, Smt. Agrawal served as Member Secretary (Secretary equivalent) at the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs, Government of India, from May 2022 to October 2025. Her leadership at NCRPB was instrumental in advancing urban planning, regional connectivity, and sustainable infrastructure development across the National Capital Region. Earlier, she also served as Member Secretary (Additional Secretary equivalent) in the same organization from 2019 to 2022, where she steered several key regional planning initiatives.
At the Centre, she has also held the post of Joint Secretary in the Ministry of Power (2016–2019), where she played a crucial role in shaping India’s power sector reforms and policies for energy sustainability.
In Uttar Pradesh, she has served as Principal Secretary in various departments including Milk Development, General Administration, Personnel, Training, Vigilance, and Parliamentary Affairs, and Vocational Education. She has also held the charge of Commissioner, Food Safety, Secretary, Infrastructure and Investment, Rural Development, Health and Family Welfare, and Industries Department, reflecting her versatility and wide-ranging experience.
Her earlier roles as District Magistrate in Aligarh, Bareilly, Sultanpur, and Faizabad, and Vice Chairperson of the Varanasi Development Authority, showcased her strong administrative command, people-centric governance, and commitment to rural and urban development.
