26 IAS Officers appointed as Executive Magistrates in West Bengal

Indian Bureaucracy News Network, Kolkata, October 31, 2025 | In two separate orders issued today, the Government of West Bengal has designated twenty-six (26) IAS officers — currently serving as District Magistrates and Sub-Divisional Officers (SDOs) — as Executive Magistrates across various districts, with immediate effect. The notifications cover fourteen District Magistrates and twelve SDOs, largely from the 2022 IAS batch.

The appointments have been made under the provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which empowers state governments to authorise Executive Magistrates for administrative, preventive, and law-and-order functions. These roles ensure continuity in field-level governance and strengthen the framework for maintaining public order, separate from the judiciary’s magisterial functions.

Officials indicated that the move forms part of periodic administrative restructuring aimed at reinforcing district-level coordination and preparedness in dealing with emerging governance and public order challenges.

14 District Magistrates Appointed as Collector and Executive Magistrate in West Bengal are
  1. Shri Shashank Sethi IAS (West Bengal 2010), presently District Magistrate, North 24 Parganas, is appointed as Collector and Executive Magistrate – North 24 Parganas, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  2. Shri Arvind Kumar Mina IAS (West Bengal 2010), presently District Magistrate, South 24 Parganas, is appointed as Collector and Executive Magistrate – South 24 Parganas, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  3. Smt Preeti Goyal IAS (West Bengal 2013), presently District Magistrate, Malda, is appointed as Collector and Executive Magistrate – Malda, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  4. Shri Nitin Singhania IAS (West Bengal 2013), presently District Magistrate, Murshidabad, is appointed as Collector and Executive Magistrate – Murshidabad, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  5. Shri Kontham Sudhir IAS (West Bengal 2014), presently District Magistrate, Purulia, is appointed as Collector and Executive Magistrate – Purulia, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  6. Shri Dhaval Jain IAS (West Bengal 2014), presently District Magistrate, Birbhum, is appointed as Collector and Executive Magistrate – Birbhum, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  7. Smt Unice Rishin Ismail IAS (West Bengal 2014), presently District Magistrate, Purba Medinipur, is appointed as Collector and Executive Magistrate – Purba Medinipur, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  8. Shri Raju Mishra IAS (West Bengal 2015), presently District Magistrate, Cooch Behar, is appointed as Collector and Executive Magistrate – Cooch Behar, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  9. Smt Akanksha Bhaskar IAS (West Bengal 2015), presently District Magistrate, Jhargram, is appointed as Collector and Executive Magistrate – Jhargram, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  10. Shri Manish Mishra IAS (West Bengal 2015), presently District Magistrate, Darjeeling, is appointed as Collector and Executive Magistrate – Darjeeling, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  11. Shri Bijin Krishna IAS (West Bengal 2012), presently District Magistrate, Paschim Medinipur, is appointed as Collector and Executive Magistrate – Paschim Medinipur, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  12. Shri Khursheed Ali Qadri IAS (West Bengal 2013), presently District Magistrate, Hooghly, is appointed as Collector and Executive Magistrate – Hooghly, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  13. Shri Balasubramanian T IAS (West Bengal 2013), presently District Magistrate, Dakshin Dinajpur, is appointed as Collector and Executive Magistrate – Dakshin Dinajpur, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
  14. Smt Kuhuk Bhushan IAS (West Bengal 2015), presently District Magistrate, Kalimpong, is appointed as Collector and Executive Magistrate – Kalimpong, West Bengal. The appointment as Executive Magistrate is under the provisions of Section 14 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Act No. 46 of 2023).
