An engineering graduate with a Bachelor’s degree in Mechanical Engineering from the prestigious Indian Institute of Technology (IIT) Roorkee, formerly the University of Roorkee, Shri Rastogi graduated with First Class honours and specialized in Fluid Mechanics. His technical education provided a strong analytical foundation, equipping him with a structured approach to problem-solving that has remained evident throughout his administrative journey.

Joining the Indian Administrative Service in 1990, Shri Rastogi began his career with field assignments that laid the groundwork for his understanding of grassroots governance. His initial posting as Sub-Divisional Officer exposed him to the practical dimensions of public administration, law and order, land revenue management and developmental governance. These formative years shaped his appreciation for responsive administration and citizen-centric governance.

He subsequently served as Additional Deputy Commissioner in Kaithal and Rohtak before taking charge as Deputy Commissioner in Panipat, Hisar and Gurgaon. These assignments placed him at the forefront of district administration, where he supervised developmental programmes, coordinated government initiatives and addressed complex administrative challenges. Serving in districts with varying socio-economic profiles enriched his understanding of governance across urban, semi-urban and rural settings while strengthening his ability to deliver effective administrative outcomes.

His transition to the Finance Department marked the beginning of a long and distinguished association with fiscal administration. As Joint Secretary in the Finance Department, he gained valuable experience in financial planning, budgeting and economic policy implementation. This expertise would later become one of the defining features of his career, as he repeatedly returned to finance-related portfolios in increasingly senior capacities.

One of Shri Rastogi’s significant contributions came during his tenure as Managing Director of Haryana State Electronics Development Corporation (HARTRON). At a time when digital governance was steadily gaining momentum, he played an important role in promoting information technology initiatives within the state administration. His leadership at HARTRON demonstrated an appreciation for technology as a strategic tool for improving governance and enhancing administrative efficiency.

His subsequent assignment as Director and Special Secretary in the Secondary Education Department, coupled with his role as State Project Director of the Haryana Primary Education Programme, expanded his experience into the education sector. These responsibilities involved overseeing educational programmes and strengthening institutional mechanisms aimed at improving the quality and reach of school education across the state.

Urban planning and development formed another important chapter in his administrative career. As Director General and Special Secretary in the Town and Country Planning Department, Shri Rastogi dealt with issues relating to urban expansion, land-use planning and regulatory administration. During a period of rapid urban growth in Haryana, his experience contributed to strengthening planning frameworks designed to support sustainable development while facilitating economic progress.

Over the years, Shri Rastogi was entrusted with an exceptionally wide range of senior administrative responsibilities. As Principal Secretary and later Additional Chief Secretary, he headed several key departments including Environment and Forests, Irrigation and Water Resources, Power, Mines and Geology, Panchayati Raj, Transport, Food and Civil Supplies, Public Works, Home, Finance and Excise & Taxation. His ability to successfully manage such diverse portfolios reflects both administrative versatility and a comprehensive understanding of government functioning.

Among these assignments, his long association with the Finance Department stands out prominently. Serving as Additional Chief Secretary, Finance, he supervised critical aspects of fiscal management, budget formulation and financial governance. Financial administration demands not only technical competence but also balanced decision-making, particularly in aligning developmental priorities with prudent resource management. His extensive experience in taxation, excise and public finance enabled him to contribute meaningfully to strengthening Haryana’s financial administration.

Infrastructure development has also remained a recurring theme throughout his career. As Additional Chief Secretary in the Public Works Department, he oversaw departments responsible for roads, bridges and public infrastructure projects that are essential to economic growth and public connectivity. These assignments required close coordination among multiple agencies, effective project monitoring and a focus on timely execution.

His leadership in the Irrigation and Flood Control Department reflected another significant dimension of his administrative experience. Water resource management remains central to Haryana’s agricultural economy, and the department’s responsibilities encompass irrigation infrastructure, flood management and sustainable utilisation of water resources. His tenure in this sector further broadened his already diverse administrative profile.

Equally noteworthy was his stewardship of the Environment and Forests Department, where developmental aspirations needed to be balanced with environmental sustainability. Such assignments require careful policy coordination and long-term planning, both of which became characteristic features of his administrative approach.

His tenure in the Home Department brought additional responsibilities related to internal administration, coordination and governance. Managing one of the government’s most sensitive departments required institutional discipline, inter-departmental coordination and sound administrative judgment, qualities that colleagues have frequently associated with his leadership style.

Throughout his career, Shri Rastogi also handled important responsibilities in Personnel and General Administration through additional charges in the Coordination Department. These assignments underscored the confidence placed in his ability to manage complex institutional processes and facilitate effective coordination across government departments.

In February 2025, Shri Anurag Rastogi assumed office as the Chief Secretary to the Government of Haryana, becoming the senior-most civil servant in the state. As Chief Secretary, he serves as the principal advisor to the state government and heads the administrative machinery, coordinating policy implementation across departments while ensuring effective governance. His appointment to the state’s highest bureaucratic office represents the culmination of more than three decades of distinguished public service across multiple sectors of administration.

His professional development has remained a continuous process throughout his career. Shri Rastogi has participated in numerous prestigious training programmes conducted by leading institutions including the Lal Bahadur Shastri National Academy of Administration, the Indian Institute of Management Ahmedabad, the Indian Institute of Management Bangalore, the Administrative Staff College of India, the Indian Institute of Foreign Trade and the Uttarakhand Academy of Administration. These programmes covered subjects such as e-governance, international trade, environmental impact assessment, public policy, leadership and empathetic decision-making, reflecting his commitment to continuous learning and institutional excellence.

His participation in advanced courses on the World Trade Organization, information technology, environmental governance and modern management practices demonstrates an administrator who has consistently adapted to evolving governance challenges. Such exposure has strengthened his ability to integrate contemporary administrative practices into policy implementation.

One of the defining characteristics of Shri Rastogi’s career has been the remarkable diversity of assignments entrusted to him. Few officers have accumulated comparable experience across finance, infrastructure, public works, technology, education, taxation, urban development, environmental governance, district administration and personnel management. This broad administrative exposure has enabled him to develop a holistic understanding of governance while contributing to institutional strengthening across sectors.

Those who have worked with Shri Rastogi often describe him as an officer known for his measured decision-making, meticulous preparation and calm administrative style. Rather than seeking visibility, he has consistently focused on strengthening institutional processes and ensuring efficient implementation of government policies. His ability to move seamlessly between field administration and senior policy-making assignments illustrates both administrative adaptability and professional depth.

Over a career spanning more than thirty years, Shri Anurag Rastogi has exemplified the qualities expected of a senior civil servant—professional competence, administrative integrity and unwavering dedication to public service. From his early years in district administration to his leadership as Chief Secretary of Haryana, his journey reflects sustained excellence in governance, thoughtful policy execution and a deep understanding of the institutions that shape public administration. His career stands as an enduring example of experienced leadership dedicated to strengthening governance and advancing the public interest.
