Vineet Joshi IAS given additional charge as Secretary- School Education & Literacy
Shri Vineet Joshi IAS (Manipur 1992) presently Secretary, Department of Higher Education has been given the additional charge as Secretary- Department of School Education & Literacy upon superannuation of Shri Sanjay Kumar IAS (Bihar 1990) on 30.06.2026 .
The Secretary, Department of School Education & Literacy, Government of India, occupies one of the most significant positions in the country’s education administration. As the administrative head of the Department under the Ministry of Education, the Secretary is responsible for formulating, implementing and monitoring policies that shape school education across India. The role carries the responsibility of strengthening educational access, improving learning outcomes and ensuring that quality education reaches millions of children across diverse socio-economic and geographical backgrounds.
The Department of School Education & Literacy oversees a wide spectrum of initiatives covering elementary education, secondary education, teacher development, digital learning, educational equity and literacy programmes. The Secretary provides strategic leadership in translating national education priorities into effective programmes while coordinating with State Governments, Union Territories and various educational institutions to ensure smooth implementation.
One of the foremost responsibilities of the Secretary is steering the implementation of the National Education Policy (NEP) 2020, which seeks to transform India’s education system through curricular reforms, competency-based learning, foundational literacy and numeracy, multilingual education, teacher capacity building and greater integration of technology. The Secretary plays a pivotal role in coordinating these reforms, ensuring that policy objectives are translated into measurable outcomes across the country.
The Department is also responsible for implementing the Samagra Shiksha programme, one of India’s largest integrated school education schemes. Covering education from pre-primary to Class XII, the programme focuses on universal access, inclusive education, quality improvement, gender equity, vocational education and strengthening school infrastructure. The Secretary oversees policy direction, financial management and inter-governmental coordination to facilitate effective execution of this flagship initiative.
Another critical priority is the NIPUN Bharat Mission, which aims to ensure that every child achieves foundational literacy and numeracy by the end of Grade III. The Secretary provides leadership in guiding nationwide efforts to improve early childhood learning, strengthen foundational education and support evidence-based interventions that enhance classroom outcomes.
Digital education has emerged as another major area of focus. The Secretary supervises initiatives such as PM eVIDYA, DIKSHA, digital classrooms and online teacher training platforms that expand access to quality educational resources. By promoting technology-enabled learning, the Department seeks to bridge educational disparities while improving teaching and learning experiences across urban and rural India.
Teacher development remains central to educational reform. The Secretary oversees policies relating to teacher recruitment, professional development, capacity building and continuous learning. Through collaboration with institutions such as the National Council of Educational Research and Training (NCERT), Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS), Central Board of Secondary Education (CBSE) and other autonomous organisations, the Department works towards strengthening academic standards and promoting innovative pedagogical practices.
Ensuring equitable access to education is another important aspect of the Secretary’s responsibilities. Special attention is given to promoting education among girls, Scheduled Castes, Scheduled Tribes, Other Backward Classes, minority communities, economically weaker sections and children with special needs. Policies are designed to reduce dropout rates, improve enrolment and create inclusive learning environments where every child has the opportunity to succeed.
The Secretary also plays a crucial role in policy coordination with State Governments, since education is a subject requiring close cooperation between the Centre and the States. Regular consultations, review meetings and monitoring mechanisms help ensure effective implementation of centrally sponsored schemes while accommodating regional priorities and local educational needs.
Financial planning forms another significant component of the position. The Secretary supervises the allocation and utilisation of substantial budgetary resources across numerous schemes and programmes. Ensuring transparency, accountability and efficient utilisation of public funds is essential for achieving educational objectives at scale.
Monitoring learning outcomes and improving educational quality have become increasingly important in recent years. The Department supports assessments, data-driven decision-making and evidence-based policy interventions aimed at improving student performance. The Secretary guides these initiatives by encouraging innovation, research and best practices that strengthen the overall education ecosystem.
The office also represents India in engagements with international organisations, development partners and global educational forums. Cooperation with multilateral institutions facilitates knowledge exchange, adoption of global best practices and collaborative initiatives that contribute to strengthening India’s school education system.
The Secretary, Department of School Education & Literacy, therefore serves not only as the chief administrative executive of the Department but also as a key architect of India’s educational transformation. By providing strategic leadership, fostering collaboration among stakeholders and driving large-scale reforms, the office contributes significantly to building a stronger, more inclusive and future-ready education system. In an era where education is increasingly recognised as the foundation of national development, the Secretary’s role remains central to advancing learning opportunities, improving educational outcomes and shaping the next generation of India’s human capital.
