Vikas Singh IAS empanelled as Joint Secretary

Shri Vikas Singh IAS (Tripura 2010) has been empanelled as Joint Secretary at the Centre.

Shri Vikas Singh, IAS is a dynamic civil servant with a strong academic foundation in engineering and public policy, coupled with extensive experience across social justice, urban development, finance, information technology, and district administration.

He holds a B.Tech. in Computer Science with First position from the Institute of Engineering and Technology, University of Lucknow. Further strengthening his policy credentials, he earned an M.A. in Public Policy from Indira Gandhi National Open University, completing the programme at Lal Bahadur Shastri National Academy of Administration with Grade ‘B’. His academic blend of technology and public policy has consistently informed his governance approach.

Currently serving as Director in the Department of Empowerment of Persons with Disabilities under the Ministry of Social Justice & Empowerment, Government of India (February 10, 2025 – April 27, 2026), Shri Singh is engaged in advancing inclusive policies and strengthening welfare frameworks for persons with disabilities at the national level. His work involves policy oversight, inter-ministerial coordination, and programme implementation aligned with rights-based empowerment.

Prior to this, he served as Commissioner (Land Management) in the Delhi Development Authority (DDA) under the Ministry of Housing and Urban Affairs, New Delhi. From April 2021 to April 2024, he held the position at the Deputy Secretary level, and subsequently at the Director Equivalent level until February 2025. In this capacity, he managed land policy, urban land allocation, and regulatory oversight in the national capital—an assignment central to urban planning and development governance.

Shri Singh’s earlier assignments in Tripura demonstrate strong leadership at both the district and departmental levels. As Chief Executive Officer of the State Rural Livelihood Promotion Society (November 2019 – April 2021), he spearheaded rural livelihood initiatives, self-help group strengthening, and poverty alleviation programmes. Concurrently, he served as Additional Secretary in the Rural Development Department, contributing to policy planning and execution of flagship rural schemes.

He also held charge as District Collector and District Magistrate in Dhalai district (April 2016 – May 2019), where he oversaw land revenue administration, law and order, and developmental programmes. His brief tenure as District Collector in May 2019 further reflects his trusted administrative capabilities. At the grassroots level, he earlier served as Sub-Divisional Officer in Tripura, handling revenue and sub-divisional administration responsibilities.

In the finance and technology domains, Shri Singh served as Commissioner of Taxes & Excise in the Finance Department (June 2014 – April 2016), where he managed sales tax administration and revenue mobilisation. Simultaneously, he was Director of Information Technology in Tripura (January 2014 – April 2016), driving e-governance initiatives and digital transformation within the state administration. He also briefly served as Chief Executive Officer of the Municipal Corporation, contributing to urban municipal governance.

His early career includes service as Assistant Collector in South Tripura (2011–2012) and completion of foundational IAS training at LBSNAA (2010–2011).

Across his career, Shri Vikas Singh has demonstrated a rare integration of technical expertise and administrative leadership. From digital governance and fiscal administration to rural livelihoods and social justice policy, his assignments reflect the evolving and multidisciplinary character of the Indian Bureaucracy. With significant experience at both state and central levels, he continues to play a pivotal role in shaping inclusive development and responsive governance frameworks in India.
