Who is IAS V L Kantha Rao | Shri V L Kantha Rao, IAS, a distinguished officer of the 1992 batch of the All India Services, has recently been appointed as Secretary, Department of Water Resources, River Development and Ganga Rejuvenation, Ministry of Jal Shakti. Previously serving as Secretary, Ministry of Mines, Shri Kantha Rao brings to his new role a wealth of experience spanning over three decades across sectors including water resources, infrastructure, defence, industry, and governance. An alumnus with a Bachelor’s degree in Mechanical Engineering (First Class), Shri Kantha Rao combines technical expertise with extensive administrative experience, enabling him to navigate complex developmental challenges. His educational foundation has been instrumental in his work across sectors that require both technical understanding and governance insight, from industrial development to national infrastructure projects.

At the national level, Shri Kantha Rao has held several pivotal positions. Most recently, he served as Secretary, Ministry of Mines (2023–2027), overseeing policy and regulatory frameworks crucial to India’s mining and mineral sectors. Prior to that, he was Additional Secretary, Department of Telecommunications, Ministry of Communications (2022–2023), where he contributed to expanding digital infrastructure and strengthening telecommunications networks, supporting India’s digital economy. His tenure as Additional Secretary in the Defence Ministry (2020–2022) and Defence Production (2020) involved managing complex procurement, acquisition, and production projects critical for national security and defence modernization.

Shri Kantha Rao’s experience extends to the industrial and commercial sectors. As Managing Director and Additional Secretary for the Madhya Pradesh State Industrial Development Corporation and Textile Department (2015–2020), he facilitated industrial development, policy reform, and business facilitation in the state. He also served as Commissioner, Industries Department (2013–2015) and as President & CEO, NeGD Media Lab Asia, New Delhi (2012–2013), advancing e-governance initiatives and promoting digital transformation across government services. His tenure as Director, Department of Commerce & Industry (2007–2011) reflects his deep engagement with economic policies, trade facilitation, and industrial growth at the national level.

Earlier in his career, Shri Kantha Rao held several central government roles in Personnel and Training, Justice, Finance, and Health, demonstrating versatility and leadership in policy implementation, human resource management, and administrative governance. His cadre assignments in Madhya Pradesh included critical field postings such as District Collector in Surguja and Shivpuri, and Additional Collector in Jabalpur and Betul, where he gained hands-on experience in land revenue administration, district governance, and sub-divisional administration. These postings provided him with a strong understanding of grassroots administration and public service delivery.

Throughout his career, Shri Kantha Rao has exhibited qualities of integrity, strategic thinking, and efficiency. His leadership style emphasizes results-driven administration, meticulous planning, and the ability to coordinate across departments to achieve policy objectives.
