Who is IAS Alka Upadhyaya | Ms. Alka Upadhyaya is a seasoned civil servant with a distinguished career spanning over three decades across multiple sectors of governance. She has recently been appointed as Secretary, National Commission for Minorities, Ministry of Minority Affairs, a role of critical importance in safeguarding the rights, welfare, and empowerment of India’s minority communities. Ms. Upadhyaya’s academic credentials are impressive and diverse. She graduated in Biology with First Class honors, pursued a postgraduate degree in Chemistry with First Class, and completed another postgraduate degree in Economics. At the national level, Ms. Upadhyaya has held several key positions. Most recently, she served as Secretary, Department of Animal Husbandry & Dairying, Ministry of Fisheries, Animal Husbandry & Dairying (2023–2026), where she spearheaded reforms in livestock and dairy sectors, strengthening rural livelihoods and promoting nutritional security. Prior to this, she was Secretary, Ministry of Road Transport & Highways (2022–2023) and Chairperson, National Highways Authority of India (NHAI) (2021–2022). In these roles, she oversaw major infrastructure projects, policy reforms, and the expansion of national highways, contributing to improved connectivity and economic growth.

Earlier, Ms. Upadhyaya served as Additional Secretary in the Ministry of Rural Development (2019–2021), where she played a key role in implementing flagship programmes related to employment generation, poverty alleviation, and rural infrastructure development. As Joint Secretary in the Department of Drinking Water and Sanitation (2016–2019), she worked to enhance public health and improve quality of life in rural areas, highlighting her focus on people-centric governance.

In her home cadre of Madhya Pradesh, Ms. Upadhyaya held several critical assignments, including District Collector in Khargone, Datia, and Shajapur, which provided her firsthand experience in grassroots administration, land management, and public service delivery. She also served as Chief Executive Officer of the Madhya Pradesh Rural Road Development Authority (2012–2016), supervising rural connectivity projects under the Pradhan Mantri Gram Sadak Yojana (PMGSY), demonstrating her capability in infrastructure planning and execution. Her tenure as Managing Director of the State Tourism Corporation highlighted her ability to promote cultural heritage and tourism as drivers of economic development.

Ms. Upadhyaya has also worked across various departments, including Finance, Health & Family Welfare, Education, General Administration, Disaster Management, and Environment. Her leadership in these areas reflects versatility, resilience, and the ability to adapt to diverse administrative challenges. Her experience in disaster management, relief operations, and health services demonstrates her capacity to handle sensitive and high-pressure responsibilities with efficiency and empathy.
