His tenure as Registrar of Cooperative Societies in Itanagar and as Special Secretary in the Department of Health & Family Welfare demonstrated his ability to steer developmental priorities in remote regions. As Collector in Lakshadweep, Shri Thomas provided visionary leadership in land revenue management and district administration, addressing the unique governance challenges of an island territory.
