Indian Bureaucracy News, Guwahati, January 5, 2026| Shri Syedain Abbasi IAS (Assam Meghalaya 1990), presently Special Chief Secretary, Public Health Engineering and Water Resources Departments, Assam with additional charge of Chairman, Assam Power Distribution Company Limited (APDCL), is given additional charge of Special Chief Secretary – Department of Housing & Urban Affairs, Assam, while being relieved from his additional charge as Chairman of APDCL.

Shri Syedain Abbasi IAS is from Uttar Pradesh and joined the Indian Administrative Service at the young age of 23. Over his 36-year career, he has served as Project Director of the State’s Panchayat & Rural Development Department, Executive Director at the Food Corporation of India, and Joint Secretary at the Ministry of Steel, New Delhi. He has led numerous key infrastructure projects, including land-intensive industries like power, as well as rural development initiatives across Assam.

Dr Krishna Kumar Dwivedi IAS (Assam Meghalaya 1996), presently Additional Chief Secretary to the Chief Minister of Assam; Additional Chief Secretary, Power (E) Department, Assam, with additional charge of Chairman, Assam Electricity Grid Corporation Limited (AEGCL), and Additional Principal Resident Commissioner, Assam Bhawan, New Delhi, is given additional charge of Chairman – APDCL.

Dr Dwivedi, holds a PhD in Modern Indian History and a Master’s degree in History from the University of Allahabad. He has played key roles across Assam’s administration, including shaping primary education as Executive Director of Sarva Shiksha Abhiyan (2002–2003), managing strategic resources as Managing Director of Assam Hydrocarbon and Energy Company Limited, and leading the state’s digital transformation as Commissioner & Secretary for Science & Technology and Information Technology (2016–2017), reflecting his expertise in education, energy, and technology.

The Assam Power Distribution Company Limited (APDCL), a state-owned public sector enterprise incorporated on October 23, 2009, is responsible for the distribution and supply of electricity across Assam. The company operates a vast network, serving approximately 6.7 million consumers as of late 2025. In terms of financial performance for the fiscal year ending March 31, 2024, APDCL reported a significant improvement in its financial health. The company’s total income reached approximately INR 10,704.9 crore (INR 107,049 million). This improved performance was also reflected in its Earnings Before Interest, Taxes, Depreciation, and Amortization (EBITDA), which was a positive INR 1,026.6 crore (INR 10,266 million), a substantial turnaround from a negative EBITDA in the previous fiscal year.
The company’s operational revenue range was stated to be over INR 500 crore for FY 2024. A major portion of its expenditure goes towards power purchase, amounting to approximately INR 8,481.15 crore (INR 848,114.85 lakh) in 2023-24, as it only generates a fraction of the total demand itself. Despite a loss in the previous year, the installation of prepaid smart meters helped the company register a profit in the 2023-24 fiscal year. For the year under review, the directors have previously expressed their inability to declare a dividend due to insufficient profits. The government of Assam provided a targeted subsidy of approximately INR 265.3 crore (INR 26,529.30 lakh) to the company in 2023-24.
Operationally, APDCL has focused on reducing its Aggregate Technical and Commercial (AT&C) losses, bringing them down to approximately 16.22% in FY 2022-23. Key roles include implementing government schemes for rural electrification, such as the PM-Surya Ghar Muft Bijli Yojana, and managing infrastructure development through building new substations and expanding its network of over 290,000 ckt. km of line length. The company also operates a 24×7 customer care center with helpline number 1912.
