Smt Sandeep Kaur IAS (Uttar Pradesh 2010) presently Director, Women Welfare, and, MD Women Welfare, is transferred and appointed as Secretary – Finance Department, Uttar Pradesh.

Ms Sandeep Kaur is a senior officer of the Indian Administrative Service whose career reflects a strong combination of technical education, field-level administrative grounding, and sustained engagement with development-oriented governance in Uttar Pradesh. An engineer by training, Ms Sandeep Kaur holds a Bachelor of Engineering in Civil Engineering from Punjab Engineering College, Chandigarh, affiliated with Punjab University, where she graduated in First Division. Her engineering background has provided her with a structured, analytical approach to problem-solving, planning, and execution—skills that have proved valuable in both field administration and policy-driven departmental roles. Since 14 July 2023, Ms Kaur has been serving as Director, Women Welfare & Child Development Department, Government of Uttar Pradesh, Lucknow. In this role, she oversees the implementation and monitoring of key schemes related to women empowerment, child protection, nutrition, and welfare. The department plays a pivotal role in translating social-sector policies into tangible benefits at the grassroots level, and her leadership focuses on strengthening institutional coordination, improving service delivery mechanisms, and ensuring effective utilisation of resources. From 2020 to 2022, she served as Special Secretary in the Cooperative Department, where she worked on strengthening cooperative institutions, improving governance structures, and supporting farmer-linked economic activities. Prior to that, from 2018 to 2020, she was posted as Special Secretary in the Horticulture Department, dealing with diversification of agriculture, value addition, and allied-sector development.

Her administrative exposure also includes service in Personnel and General Administration between 2017 and 2018, a role that provided her with insights into cadre management, administrative procedures, and internal governance systems. This experience has enhanced her effectiveness in senior decision-making roles that require coordination across departments and adherence to institutional processes.

At the district level, Ms Kaur served as Chief Development Officer from 2016 to 2017, where she was involved in land revenue management, district administration, and development planning. This role strengthened her understanding of grassroots governance and the practical challenges of implementing policies at the field level. Earlier, she served as Special Secretary in the Rural Development Department (2014–2016), contributing to programmes aimed at rural infrastructure, livelihoods, and poverty alleviation.

Her early career postings include service as Joint Magistrate, Bulandshahr, handling law and order, magisterial functions, and public grievance redressal, followed by her initial assignment as Assistant Collector in land revenue and disaster management. These formative roles provided her with firsthand exposure to revenue administration, disaster response, and sub-divisional governance.
