Sushil Kumar Singh IRSME given additional charge as Chairperson- New Mangalore Port Authority
Shri Sushil Kumar Singh IRSME (1993) presently Chairperson- Deendayal Port Authority has been given the additional charge as Chairperson- New Mangalore Port Authority (JS level) for a period of six months w.e.f. 01.12.2025 to 31.05.2026 by the Appointments Committee of the Cabinet.
The position of Chairperson of the New Mangalore Port Authority is one of the most significant leadership assignments in India’s maritime administration framework. As the head of one of the country’s strategically important major ports located on the western coast, the Chairperson plays a critical role in port administration, trade facilitation, logistics management, infrastructure development and implementation of national maritime policies.
The New Mangalore Port, situated in Mangaluru, operates under the administrative control of the Ministry of Ports, Shipping and Waterways. It serves as an important gateway for Karnataka’s industrial and commercial activities and handles a diverse range of cargo including crude oil, petroleum products, fertilizers, edible oils, coal, containers and iron ore pellets. The port also supports export-import activities of industries spread across Karnataka and neighbouring states.
The Chairperson acts as the chief executive authority of the port and is responsible for ensuring efficient management of all operational, financial and administrative functions. The role includes supervision of cargo operations, marine services, engineering projects, finance, human resource management, safety standards and environmental compliance. The Chairperson also coordinates with shipping companies, customs authorities, logistics operators and various government agencies to ensure seamless port operations.
Under the provisions of the Major Port Authorities Act, 2021, the governance structure of major ports in India underwent a major transformation aimed at enhancing autonomy, improving efficiency and promoting commercial decision-making. In this framework, the Chairperson has acquired greater operational flexibility and strategic responsibilities in steering the port towards modernization and competitiveness.
A major responsibility of the Chairperson is infrastructure expansion and modernization. This includes development of cargo berths, mechanization projects, dredging operations, road and rail connectivity, digital port systems and green port initiatives. The Chairperson is expected to align the port’s growth strategy with national programmes such as Sagarmala Programme, which seeks to promote port-led economic development and improve logistics efficiency across the country.
The Chairperson also plays an important role in attracting investments and enhancing cargo handling capacity. With increasing emphasis on global trade competitiveness, ports are expected to provide faster turnaround time, cost-efficient logistics and technologically advanced services. The leadership of the Chairperson becomes crucial in achieving these objectives while maintaining financial sustainability and operational excellence.
Another significant aspect of the position is stakeholder management. The Chairperson regularly interacts with exporters, importers, shipping lines, trade bodies, labour unions and state authorities. Maintaining industrial harmony and ensuring coordination among multiple stakeholders are essential for uninterrupted port functioning. Since ports are labour-intensive and strategically sensitive installations, administrative efficiency and crisis management capabilities are vital attributes for the role.
The New Mangalore Port Authority also has growing importance in India’s energy logistics network due to handling of petroleum and related cargo. Therefore, the Chairperson’s role extends beyond routine administration to broader strategic planning connected with national trade and energy security.
Traditionally, senior officers from services such as the IAS or Indian Railway Traffic Service are appointed to leadership roles in major port authorities owing to their administrative and infrastructure management experience. The Chairperson is generally appointed by the Government of India through the Appointments Committee of the Cabinet.
The office of Chairperson at the New Mangalore Port Authority thus represents a crucial administrative and economic leadership role within India’s maritime ecosystem. The position demands a blend of policy understanding, commercial acumen, infrastructure vision and administrative capability to guide the port toward sustained growth and global competitiveness.
