Major Administrative Reshuffle – 21 Joint Secretary Appointments

In a major administrative reshuffle, the Government of India has approved the appointment of 21 senior officers as Joint Secretaries across various ministries and departments at the Centre. The appointments, cleared by the Appointments Committee of the Cabinet, are aimed at strengthening policy implementation, governance efficiency and administrative coordination in key sectors of the Union Government. The newly appointed Joint Secretaries are expected to play a crucial role in policy formulation, programme execution and inter-ministerial coordination at a time when the Centre is focusing on accelerated economic growth, digital governance and institutional reforms. Such appointments are considered significant in the Indian Bureaucracy as Joint Secretaries function as key decision-making officers within the Government of India’s bureaucratic structure.

ACC-Appointment-Committee-of-Cabinet

The Appointments Committee of the Cabinet has approved the following appointments
of officers at Joint Secretary/Joint Secretary equivalent level with pay at Level 14 .

  1. Ms. Deepa Chawla IRAS (1998) as Joint Secretary, Olo Secretary (Security), under the Cabinet Secretariat, from the date of assumption of the charge of the post, for an overall tenure of five years upto 28/12/2028, or until further orders, whichever is earlier, vice Ms. D Sai Amutha Devi IP&TA&FS (1995).
  2. Shri Gopal Singh IFoS (Bihar 2003) as Joint Secretary- Ministry of Coal, from the date of assumption of the charge of the post, for a tenure of five years, or until further orders, whichever is earlier, vice Shri Lakhpat Singh Choudhary IRSS (1997)
  3. Shri Amit Kumar IAS (Jharkhand 2010) as Joint Secretary- Department of Commerce from the date of assumption of the charge of the post, for a combined tenure of five years upto 04/05/2030, or until further orders. whichever is earlier, vice Shri Darpan Jam IAS  (KN:2001).
  4. Shri Shiv Pal Singh IFoS (Uttar Pradesh 1997) as Joint Secretary, Ministry of Cooperation. from the date of assumption of the charge of the post, for an overall tenure of seven years upto 15/03/2029, or until further orders, whichever is earlier, vice Shri Siddharth Jam IAS (Andhra Pradesh 2001).
  5. Ms. Neha Bansal IAS (AGMUT 2010) as Additional Director General (ADG) (Records Management) (RM) (JS level), National Archives of India (NAl), New Delhi under the Ministry of Culture, from the date of assumption of the charge of the post, for an overall tenure of five years upto 14/04/2030.
  6. Shri Vijay Namdeorao Zade IAS (Punjab 2002) as Joint Secretary- Department of Defence Production, from the date of assumption of the charge of the post, for a tenure of five years, or until further orders, whichever is earlier, vice Shri Rajeev Prakash IP&TA&FS (1995).
  7. Shri Prakash Rajpurohit IAS (RJ:2010) as Joint Secretary- Department of Defence Production. from the date of assumption of the charge of the post, for a combined tenure of five years upto 08/04/2030. or until further orders. whichever is earlier, vice Shri Amit Satija IAS (AGMUT:2008).
  8. Shri D Senthil Pandiyan IAS (UD:2002) as Joint Secretary- Department of Drinking Water & Sanitation, from the date of assumption of the charge of the post, for an overall tenure of seven years upto 23/05/2028, or until further orders, whichever is earlier, by temporarily upgrading a vacant post of DS/ Director, for an initial period of two years.
  9. Shri Sreenivasa Rao Gangi Reddy IRPS (2004) as Joint Secretary- Ministry of Earth Sciences, from the date of assumption of the charge of the post, for a tenure of five years, or until further orders, whichever is earlier, vice Shri D Senthil Pandiyan lAS (UD:2002).
  10. Ms. Surabhi Rai IFoS (UT:2005) as Joint Secretary- Department of Fisheries, from the date of assumption of the charge of the post, for an overall tenure of five years upto 19/05/2028. or until further orders, whichever is earlier, vice Ms. Neetu Kumari Prasad, AS (TG:2001).
  11. Ms. Manisha Saxena IRS (C&IT) (2000) as Joint Secretary- Department of Health Research, from the date of assumption of the charge of the post, for a combined tenure of five years upto 13.12.2027, or until further orders, whichever is earlier, vice Ms. Anu Nagar. IFoS (HP:1995).
  12. Shri Vivek Kumar Daksh IPoS (2002) as Senior Deputy Director General (Admn.), Indian Council of Medical Research (ICMR), under the Department of Health Research, from the date of assumption of the charge of the post, for a tenure of five years, or until further orders, whichever is earlier, vice Ms. Manisha Saxena, IRS (C&IT) (2000).
  13. Shri M Ramachandrudu IAS (BH:2009) as Joint Secretary- Ministry of Home Affairs, from the date of assumption of charge of the post, for an overall tenure of five years upto 26/08/2027. or until further orders. whichever is earlier. vice Ms. Saheli G Roy CSS.
  14. Shri P Praveen Siddharth IRS (IT) (2001) as Member (Finance), Delhi Development Authority (ODA), under the Ministry of Housing & Urban Affairs, from the date of  assumption of charge of the post, for a tenure of five years, or until further orders, whichever is earlier, vice Shri Chetan P S Rao, IRS (IT) (2002).
  15. Shri Ajay Kumar Nema ITS (1994) as Joint Secretary- Department of Justice, from the date of assumption of the charge of the post, for a tenure upto the date of superannuation on 31/07/2030, or until further orders. whichever is earlier, vice Shri Niraj Kumar Gayagi IDAS (1997).
  16. Shri J Saravanan IRS (IT) (2005) as Financial Adviser- KVIC (Khadi and Village Industries Commission), Mumbai, under the Ministry of Micro, Small & Medium Enterprises, from the date of assumption of the charge of the post, for a tenure of five years. or until further orders, whichever is earlier, vice Shri Pankaj Bodkhe IRS (C&IT:2000).
  17. Shri Amit Agarwal IRSE (Civil) (2002) as Joint Secretary- Ministry of Panchayati Raj, from the date of assumption of the charge of the post, for a tenure of five years, or until further orders, whichever is earlier, vice Shri Alok Prem Nagar IFoS (HP:1995).
  18. Ms. Palka Sahni IAS (BH:2004) as Joint Secretary- Ministry of Panchayati Raj, from the date of assumption of the charge of the post. for an overall tenure of five years upto 02/04/2028, or until further orders, whichever is earlier, vice Ms. Mamta Varma llnfoS (1994).
  19. Ms. Jayasree M G ISS (1998) as Joint Secretary- Department of Rural Development, from the date of assumption of the charge of the post, for a tenure of five years. or until further orders, whichever is earlier, vice Ms. Smriti Sharan IPoS (1993).
  20. Shri S Sasikumar IFoS (WB:2002) as Joint Secretary- Department of Rural Development, from the date of assumption of the charge of the post, for an overall tenure of seven years up to 07/06/2028, or until further orders, whichever is earlier, vice Shri Amit Shukla IFoS (TR:1999).
  21. Shri Sandeep Rewaji Rathod IAS (TR:2009) as Joint Secretary- Department of Social Justice & Empowerment, from the date of assumption of the charge of the post, for a combined tenure of five years upto 23/02/2030, or until further orders, whichever is earlier, vice Shri Biswaranjan Sasmal IRS (lT:1993).
