Ms. Ruchika Katyal IAS (AGMUT 2013) has been appointed as Deputy Secretary in the Ministry of Home Affairs (MHA), Delhi under the Central Staffing Scheme for a period of four years.

Ms. Ruchika Katyal ,a seasoned officer with extensive experience in governance, administration, and finance, has built a stellar reputation for her leadership, versatility, and commitment to public service. An alumna of Delhi University, Ms. Katyal graduated with B.Com (Hons.) in Accountancy from Shri Ram College of Commerce, securing first division. She went on to qualify as a Chartered Accountant from the Institute of Chartered Accountants of India with first-class credentials, further demonstrating her academic rigor and analytical capabilities. To complement her technical expertise, she pursued LL.B. in Administrative Law from CCS University, Meerut (Janhit College of Law, Greater Noida), adding legal acumen to her already rich professional toolkit.

Since joining the Indian Administrative Service in 2013, Ms. Katyal has held diverse assignments across Union territories, state governments, and central ministries. Her professional journey reflects a blend of core administrative leadership and sectoral specialization.

She began her career with training assignments as Assistant Commissioner (Under Training) in Arunachal Pradesh and at the LBSNAA, Mussoorie, where she was introduced to the nuances of land revenue management and district administration. Subsequently, she took on key responsibilities as Assistant Secretary, Ministry of Commerce & Industry (Government of India), providing her exposure to trade and industrial policy at the national level.

In Arunachal Pradesh, she served as Additional Deputy Commissioner and Special Secretary (Excise & Taxation Department), gaining valuable experience in personnel management and public finance. Transitioning to Delhi, she was posted as Deputy Commissioner/SDM (Revenue) and later as Deputy Commissioner, Municipal Corporation of North Delhi, where she dealt with urban governance, public service delivery, and revenue administration.

From 2018 onwards, Ms. Katyal’s career saw her assume higher responsibilities. She worked as Special Secretary to the Hon’ble Lt. Governor, Delhi, and as Joint Secretary in the Government of NCT of Delhi, where she contributed to policy formulation, personnel management, and institutional coordination. She later became Collector & District Magistrate, South Goa, overseeing revenue administration and district governance with a strong people-centric approach.

Her expertise in finance and infrastructure management became evident during her tenure as Commissioner (Taxes), State Tax Department, Goa, and as Member (Finance), Delhi Jal Board, where she introduced reforms in fiscal management and strengthened revenue mobilization. Most recently, she held positions as Special Secretary in the Public Works Department and Department of Art, Culture & Language, GNCTD, demonstrating her ability to balance cultural development with infrastructure planning.

Across her assignments, Ms. Katyal has been lauded for her focus on institutional reforms, fiscal prudence, and people-first governance. Her diverse career trajectory—spanning district administration, finance, infrastructure, social welfare, taxation, and policy—reflects her adaptability and commitment to holistic development.

With her appointment as Deputy Secretary in the Ministry of Home Affairs, Ms. Katyal is poised to play an even more significant role in national governance.
