Shri Rahul Bhanudas Mali IAS (Nagaland 2016) has been appointed as Deputy Secretary- Ministry of Women & Child Development, Delhi under the Central Staffing Scheme for a period of four years.

Shri Rahul Bhanudas Mali is known for his versatility and dedication to public service, bringing with him significant administrative experience in district governance, home affairs, finance, and tribal development.

Hailing from Maharashtra, Shri Mali holds a Bachelor of Engineering in Production Engineering from Shivaji University, Kolhapur, where he graduated with First Division. He later pursued a Master of Arts in Public Administration from Jawaharlal Nehru University (JNU), New Delhi, earning distinction. His academic background has provided him with a well-rounded understanding of policy frameworks, governance mechanisms, and developmental planning.

After completing his foundational training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, Shri Mali began his administrative journey with a series of field postings in Nagaland. He served as Assistant Collector and Sub-Divisional Officer (Civil) in Dimapur, engaging in urban development and municipal administration from 2017 to 2018. These early roles gave him deep exposure to grassroots governance and citizen service delivery.

Between 2018 and 2020, he held positions such as SDO (C) and Sub-Divisional Magistrate in various districts, where he played a key role in managing land revenue, public administration, and regional development initiatives in the North-East. Notably, his time in Mon district, a challenging area in Nagaland, demonstrated his ability to lead under complex socio-economic conditions.

His experience further broadened during his posting as Joint Secretary (Finance & Economic Affairs) in the Chief Secretary’s Office, Kohima. His subsequent tenure as Additional Deputy Commissioner (ADC) in Mon and other districts involved responsibilities ranging from financial planning and budgeting to maintaining law and order.

From March 2022 to April 2025, Shri Mali served as Deputy Commissioner and District Magistrate of Zunheboto, where he was at the forefront of district-level governance. In this role, he oversaw critical administrative functions including elections, welfare scheme implementation, and public grievance redressal. His leadership was appreciated for being proactive and people-centric, with a focus on strengthening local governance.

Shri Mali also had a brief yet insightful stint at the Centre as Assistant Secretary in the Ministry of Tribal Affairs, New Delhi, which gave him an early taste of central policymaking and coordination between the Centre and States.

With his appointment as Deputy Secretary in the Ministry of Women & Child Development, he steps into a pivotal role focused on shaping and implementing policies related to women’s welfare, child rights, and social empowerment. His extensive field experience, academic foundation in public administration, and understanding of tribal and regional dynamics make him well-suited for this new responsibility.
