Ms. Alagu Varsini V S IAS (Telangana 2012) has been appointed as Deputy Secretary -Department of Rural Development, Delhi under the Central Staffing Scheme for a period of four years.
Ms. Alagu Varsini V S has a distinguished academic and professional background, bringing a decade of experience across rural development, public health, social welfare, and textile sectors—spanning both field-level leadership and strategic policy planning.
A unique combination of medical and administrative education forms the foundation of Ms. Varsini’s profile. She holds a Bachelor of Dental Surgery (B.D.S.) from Meenakshi Ammal Dental College and Hospital, followed by management education from IMT Ghaziabad in accountancy, economics, and organisational behaviour. Further deepening her global public policy perspective, she earned a Master in Public Administration (MPA) from the Harvard Kennedy School, USA, where she was graded ‘A’ in International Relations. She also completed a certificate programme on Effective Problem Solving and Decision Making from Harvard, underscoring her commitment to continuous learning and administrative excellence.
Ms. Varsini began her civil service journey with training at LBSNAA, Mussoorie, and served in various capacities in the early years, including as Assistant Collector & Executive Magistrate in Nellore and Sub-Collector in Telangana. She also worked with the Department of Panchayati Raj and Rural Development, contributing to grassroots governance and decentralised planning.
Over the years, she held significant administrative positions such as Chief Executive Officer, Zila Parishad, Medak, where she worked closely with local bodies to implement rural schemes. As Director in the Departments of Health, Ayush, and Textiles, she led policy formulation, sectoral programme monitoring, and stakeholder coordination.
Her tenure as Secretary, Department of Social Welfare, Hyderabad, was marked by initiatives aimed at enhancing service delivery for marginalised communities and Scheduled Castes. She played a proactive role in welfare programming and inclusive outreach.
She also undertook Ex-India Study Leave at Harvard, which further sharpened her strategic vision in governance, especially in the areas of public policy, decision-making, and institutional reform. Her academic exposure and prior experience in public health, textiles, and SC welfare bring a rich and holistic approach to her current posting in the Rural Development Department.
Appointed on 5th August 2025, Ms. Varsini will be serving in this critical central role till August 2030. She is expected to support key national rural schemes and contribute to the policy architecture that impacts millions in India’s villages.
