Ms. Isha Khosla IAS (AGMUT 2011) has been appointed as Director- Department of Expenditure, Delhi under the Central Staffing Scheme for a period of five years.
Ms. Isha Khosla, a dedicated and accomplished officer of the Indian Administrative Service having a decade-long track record in public administration and policy implementation, brings with her rich field experience, sharp administrative acumen, and a deep understanding of financial, personnel, and governance matters.
An alumnus of Atma Ram Sanatan Dharma College, Delhi University, Ms. Khosla graduated with a B.Com (Honours) degree, securing a first division. She further enhanced her credentials by completing the Company Secretary (C.S.) course from the Institute of Company Secretaries of India, reflecting her strong grounding in company law and corporate governance—skills that have proved valuable in her civil service career.
Ms. Khosla commenced her IAS journey with foundational training at the prestigious Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, where she imbibed the ethos of public service and leadership. Her first major field posting was in Arunachal Pradesh, where she served as Additional Deputy Commissioner (ADC) and subsequently as Deputy Commissioner of Upper Siang district from 2013 to 2017. During her tenure in these challenging terrains, she played a significant role in district administration, disaster response, and public welfare schemes, earning appreciation for her responsive governance and commitment to development in remote regions.
She was later posted in Goa, where she held the charge of Resident Commissioner as well as Special Secretary (Finance/Budget). Her understanding of administrative finance and budgeting matured significantly during this phase, and she handled the responsibilities with diligence and clarity.
In Delhi, Ms. Khosla has held several important roles, including Secretary (Personnel and General Administration), Deputy Commissioner, and most recently, District Magistrate of South Delhi, a role she held with distinction from November 2021 to June 2024. As DM South Delhi, she managed a diverse array of functions, ranging from law and order, election management, land revenue, and coordination of welfare schemes. Her leadership during this tenure was marked by effective grievance redressal mechanisms and improved citizen interface.
She also served as Special Secretary to the Lieutenant Governor of Delhi, where she coordinated key administrative matters with utmost professionalism and efficiency.
Now, as she steps into her new role as Director in the Department of Expenditure, Ms. Khosla is expected to bring her financial prudence, administrative versatility, and result-oriented approach to the central stage. Her multi-state experience across Delhi, Arunachal Pradesh, and Goa equips her with a broad governance perspective and nuanced policy insights.
