Shri Goel is an academic achiever with a stellar educational background. He holds an M.Tech. in Power Systems Engineering and a Ph.D. in Renewable Energy from the prestigious Indian Institute of Technology (IIT) Delhi. He also earned an MBA in Finance from Indira Gandhi National Open University and an M.S. in Computer Networks from a reputed university in California, USA. His multifaceted education reflects a deep commitment to continuous learning and a rare blend of technical and administrative proficiency.
Throughout his career, Shri Goel has demonstrated strong leadership, strategic acumen, and a results-oriented approach across diverse sectors. He most recently served as Secretary, National Commission for Scheduled Tribes in the Ministry of Tribal Affairs, Government of India, where he worked on matters related to social justice and tribal welfare.
He previously held the coveted post of Chief Secretary to the Government of Goa from February 2022 to November 2024. In this role, he provided leadership on critical issues related to environment, forests, and overall governance. Earlier, he served as Development Commissioner and Principal Secretary (Environment & Forests) in Goa, displaying his expertise in sustainable development and environmental conservation.
Shri Goel’s administrative tenure also includes impactful contributions in urban governance during his time as Commissioner, South Delhi Municipal Corporation, where he played a pivotal role in urban planning and civic administration between 2014 and 2019. His leadership in municipal affairs was marked by innovation and people-centric governance.
In the energy and power sector, Shri Goel has held various key positions, including Executive Director at Rural Electrification Corporation Ltd. (REC) and Secretary (Power) in Andaman & Nicobar Islands, showcasing his deep understanding of infrastructure development and electrification projects. His work in the transport sector, particularly as Secretary & Commissioner (Transport), further highlights his versatile administrative skills.
From finance and minority welfare to district administration in Arunachal Pradesh and Goa, Shri Goel has handled a wide range of responsibilities with distinction. His early postings as Deputy Collector and Deputy Commissioner gave him rich grassroots experience, vital for nuanced policymaking.
