Dr. Parshant Kumar Goyal, IAS, is a distinguished civil servant whose career reflects a rare blend of medical expertise, administrative excellence, and strategic leadership across diverse sectors of governance. An accomplished officer of the Indian Administrative Service, he brings a multidisciplinary perspective to public administration, shaped by his strong academic foundation in medicine and his extensive experience in district administration, state governance, and central government finance. He began his professional journey in the field of medicine, completing his M.B.B.S. in All Medical Subjects from Baba Farid University of Health Sciences, Faridkot, securing First Division, which reflected his academic excellence from the very outset. He also pursued his medical education through Punjabi University, further strengthening his grounding in clinical medicine. His medical training instilled in him a deep understanding of public health systems, human development, and social welfare, which later became valuable assets in his administrative career.

Transitioning from medicine to the civil services, Dr. Goyal entered the Indian Administrative Service, marking the beginning of a career defined by public service delivery, institutional reforms, and policy leadership. His administrative journey spans grassroots governance to senior policy-making roles at the national level. He began with foundational training (2007–2008) and went on to serve as Assistant Collector in Kailashahar (2008–2009), where he gained first-hand exposure to land revenue management, district administration, and grassroots governance. He subsequently served as Sub-Divisional Magistrate in Kailashahar and West Tripura (2009–2011), handling law and order, revenue administration, and citizen-centric service delivery with efficiency and administrative maturity.

Dr. Goyal later held multiple assignments as District Collector and District Magistrate in key districts, including Dharmanagar (2011–2014), Dhalai District, Tripura (2014), and Sipahijala District, Bisramganj (2014–2015). In these roles, he led district-level governance, development administration, disaster management, and inter-departmental coordination. His tenure as District Magistrate was marked by responsive administration, strong field leadership, and a focus on development outcomes that strengthened public trust in governance.

He subsequently played a significant role in educational governance in Tripura, serving as Director in the School Education Department, Director of the Board of Secondary Education, and Director of the Secondary Education Department between 2015 and 2016. During this phase, he contributed to institutional strengthening, policy implementation, school administration reforms, and human resource development, helping improve governance structures within the education sector.

Dr. Goyal also held key positions in economic and executive governance in the Government of Tripura, including Director, Commerce, Industries & Employment; Special Secretary, Industry & Commerce; Secretary, Industry & Commerce; Secretary to the Chief Minister’s Office; and Secretary, Information & Publicity Department. These assignments placed him at the core of economic policy, industrial development, investment promotion, public communication, and executive coordination, where he effectively bridged policy formulation with implementation.

On inter-cadre deputation to Punjab, he served as Special Secretary in the Revenue Department and as Director General, School Education Department (2017–2019), further strengthening his expertise in fiscal administration and large-scale education system governance. His career reached a major national milestone with his induction into central government financial administration when he served as Director in the Department of Financial Services, Ministry of Finance (2022–2023), handling institutional finance at the national level. In recognition of his leadership and administrative capability, he was appointed Joint Secretary, Department of Financial Services, Ministry of Finance, Government of India (2023–2027), one of the most strategically significant roles in India’s financial governance architecture.
