Kishan Dan Dewal IFS concurrently accredited as Ambassador of India to Haiti
Shri Kishan Dan Dewal IFS (2003), presently Ambassador of India to the Dominican Republic, has been concurrently accredited as the next Ambassador of India to the Republic of Haiti with residence in Santo Domingo.
Shri Kishan Dan Dewal, a distinguished officer of the Indian Foreign Service (IFS), has built a career defined by strategic clarity, operational depth and a steady commitment to advancing India’s global interests. Since joining the Service in 2003, Ambassador K. D. Dewal has consistently demonstrated intellectual rigour and diplomatic finesse across diverse geographies and complex policy domains.
Ambassador Dewal assumed office as the Ambassador of India to the Dominican Republic on 11 October 2025. His appointment to this important Caribbean nation reflects the trust reposed in his leadership and experience, particularly at a time when India’s engagement with Latin America and the Caribbean is expanding in scope and substance. In Santo Domingo, he is expected to further strengthen political dialogue, trade partnerships, cultural exchanges and people-to-people ties between the two countries.
Prior to this assignment, Ambassador Dewal served in the Ministry of External Affairs (MEA), Government of India, as Head of the Counter-Terrorism Division. As Joint Secretary (Counter-Terrorism), he led India’s bilateral counter-terrorism cooperation with numerous countries and multilateral organizations. In a tenure marked by strategic intensity, he spearheaded 26 bilateral and five multilateral counter-terrorism dialogues, shaping India’s global counter-terrorism agenda with clarity and conviction. His work involved not only policy articulation but also practical coordination, intelligence-sharing frameworks, and capacity-building initiatives, underscoring India’s firm and principled stand against terrorism in all its forms.
Ambassador Dewal earlier served as Ambassador of India to Armenia and Georgia from August 2019 to February 2023. During this period, he played a vital role in consolidating India’s relations with the Caucasus region, deepening cooperation in trade, education, culture and multilateral engagement. His tenure was marked by proactive outreach and sustained dialogue, reinforcing India’s profile as a reliable and constructive partner.
His overseas diplomatic assignments also include postings in the Russian Federation, Uzbekistan and Mauritius, where he served as Deputy Head of Mission. These assignments exposed him to a wide spectrum of geopolitical environments—from major power diplomacy to regional and diaspora-centric engagements. In Mauritius, in particular, he contributed to nurturing the deep historical and cultural bonds that anchor India–Mauritius relations.
At MEA Headquarters, Ambassador Dewal’s responsibilities have been equally substantive. As Deputy Secretary (Eurasia), he handled India’s relations with five Central Asian countries, navigating strategic partnerships in a region of growing geopolitical importance. He also served as Deputy Secretary (Multilateral Economic Relations), engaging with global economic institutions and advancing India’s developmental and trade priorities within multilateral frameworks. These roles sharpened his expertise in both bilateral diplomacy and multilateral negotiations.
Academically accomplished, Ambassador Dewal holds a Bachelor’s degree in B.Com. (Honours) and a Master’s degree in Public Administration, qualified with NET, from University of Rajasthan. After entering the IFS, he underwent foundational training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, and professional diplomatic training at the Foreign Service Institute, New Delhi. This blend of academic grounding and structured professional preparation has been evident in his measured, research-oriented and policy-driven approach to diplomacy.
Beyond his official responsibilities, Ambassador Dewal is known for his spirit of adventure and personal discipline. A keen hiker, marathon runner and mountaineer, he exemplifies resilience and endurance—qualities that mirror the demands of diplomatic life. In July 2025, he led a group of 50 devotees on a trekking expedition and pilgrimage to the Kailash Mansarovar Yatra, earning appreciation from the MEA and fellow yatris for his leadership and organizational skills. His interests in hiking, skiing and music further reflect a balanced personality that values both physical vitality and cultural enrichment.
Ambassador Dewal has also contributed articles to various magazines, sharing insights drawn from his diplomatic experience and global exposure. Fluent in Hindi, English and Russian, he brings linguistic versatility to his engagements, enabling deeper cultural connect and effective communication.
Married to Mrs. Shweta Dewal and blessed with two children, Ambassador K. D. Dewal represents a blend of professional excellence and personal integrity.
