Shri Manoj Joshi is a highly accomplished Indian Administrative Service (IAS) officer whose career spans more than three decades across key sectors of governance at both the Central and State levels. With a strong academic background that includes a B.E. in Mechanical Engineering, a Certificate in Financial Management, and a Post Graduate Diploma in Management, he has consistently demonstrated administrative depth, economic insight, and leadership excellence in diverse roles. Shri Joshi began his civil service career in 1989, undergoing foundational training before taking charge as Sub-Collector in 1991. This early responsibility in land revenue management and sub-divisional administration laid the groundwork for his hands-on approach to public service. Between 1994 and 1996, he held positions in the Industries Department, including General Manager, District Industries Centre, where he focused on industrial growth, local enterprise expansion, and facilitation of business development initiatives.

Upon returning to India in 2008, he served as Managing Director of the Kerala Industrial Development Corporation, focusing on investment facilitation and industrial development within the state. He later held Director-level positions in key sectors such as Health & Family Welfare, General Administration, Ports, and Public Works, reflecting the government’s confidence in his versatility and administrative capability.
Between 2012 and 2015, his roles as Joint Secretary in the Department of Personnel & Training, Economic Affairs, and the Ministry of MSME provided him an opportunity to influence national-level governance reforms, economic policymaking, and enterprise development frameworks. His expertise in financial governance eventually led him to the position of Principal Secretary, Finance Department, Government of Kerala, where he played a central role in budget planning, fiscal management, and policy formulation.
At the Central level, Shri Joshi took on significant leadership roles in the Ministry of Food Processing Industries, first as Additional Secretary and later as Special Secretary. His work supported value-chain development, food industry modernization, and sectoral reforms. He then moved to the Ministry of Housing & Urban Affairs, serving initially as OSD and subsequently as Secretary—a tenure marked by major progress in urban reforms, Smart Cities Mission implementation, metro rail expansion, and housing initiatives.
His next major assignment was as Secretary, Department of Land Resources, Ministry of Rural Development, where he supervised watershed development programmes, land modernization efforts, and rural infrastructure policies. In 2025, he was appointed Secretary, Department of Pharmaceuticals, under the Ministry of Chemicals & Fertilizers—a crucial role involving pharmaceutical ecosystem strengthening, medical infrastructure expansion, and policy coordination with global health and manufacturing sectors.
