Shri Manish Gupta IFS (1998) presently High Commissioner of India to the Republic of Ghana, has been appointed as the next Ambassador of India to the Republic of Ireland.
High Commissioner Manish Gupta is a seasoned Indian diplomat and a distinguished member of the Indian Foreign Service (IFS) since 1998. With a diplomatic career spanning over 25 years, he has served India with distinction across multiple continents, combining strategic acumen, administrative capability, and a deep understanding of global affairs. Over the years, he has contributed significantly to India’s engagement with diverse regions, multilateral institutions, and global policy frameworks.
Before assuming his present assignment as High Commissioner, Mr. Gupta served as Consul General of India in Sydney, where he played a pivotal role in strengthening India-Australia relations, particularly in trade, investment, education, and community engagement. His leadership was marked by a proactive approach to fostering cultural ties and expanding India’s soft power in the region. He worked closely with the Indian diaspora, business chambers, and local government authorities to promote India’s economic and strategic interests in Australia.
Earlier, he served as Consul General of India in Istanbul, Turkey (2013–2016), where he was instrumental in advancing bilateral relations in trade, energy, and cultural diplomacy. His tenure in Istanbul coincided with a dynamic period in the region’s geopolitical landscape, and he successfully navigated complex diplomatic challenges with tact and professionalism.
Mr. Gupta’s earlier multilateral posting at the Permanent Mission of India to the United Nations in New York (2009–2013) was among the defining phases of his diplomatic journey. As Political Counsellor and Coordinator for India at the UN Counter-Terrorism Committee, he represented India’s interests on critical global security issues, promoting India’s stance on counter-terrorism and international peacekeeping. Additionally, he served as India’s representative on the Executive Boards of UNDP and UNICEF, contributing to policy deliberations on global development and humanitarian priorities.
His other overseas postings include Dakar (2002–2005) and Brussels (2000–2002), where he worked on strengthening India’s relations with Africa and the European Union, respectively. These early assignments helped shape his diplomatic insight and global perspective.
At the Ministry of External Affairs in New Delhi, Mr. Gupta has held several important positions. As Joint Secretary for Overseas Indian Affairs (2016–2019), he oversaw key portfolios related to migration, mobility, emigration policy, labour and manpower issues, and welfare of Overseas Indians. In this role, he played a central part in developing policies for the protection of Indian workers abroad and in fostering skill partnerships with other countries. He also served as CEO of the India Centre for Migration (ICM), a think-tank of the Ministry, where he guided policy research and international cooperation on migration and diaspora engagement.
Earlier, between 2005 and 2009, he served in the Northern Division of the Ministry as Desk Officer for Nepal, contributing to India’s policy formulation during an important phase in Indo-Nepal relations. His experience at headquarters has been marked by a balance of policy expertise and field-level insight, reflecting his broad command of both bilateral and multilateral diplomacy.
High Commissioner Manish Gupta holds a Bachelor of Technology degree in Electronics and Communication Engineering from the Indian Institute of Technology, Banaras Hindu University (IIT-BHU), one of India’s premier engineering institutions. His academic background in technology complements his analytical and problem-solving approach to diplomacy, particularly in areas intersecting technology, innovation, and governance.
