Indian Bureaucracy, Bhubaneswar, July 22, 2025| The Odisha State Government, today, announced transfer and reassignment of 49 officers, comprising 47 Indian Administrative Service (IAS) and 2 Odisha Administrative Service (OAS) officers, dispelling speculation about an impending reshuffle. According to the notification from the General Administration and Public Grievance Department, Shri Hemant Sharma (1995 batch), Additional Chief Secretary, has been assigned the additional charge of the Information and Public Relations Department. Principal Secretaries from the 1997 and 1999 batches have been appointed to lead the Excise, Finance, and Public Enterprises Departments. Additionally, the reshuffle includes four new Commissioner-cum-Secretary appointments, six Additional Secretaries, and sixteen Collectors & District Magistrates, strengthening the state’s administrative framework. A detailed list of the officers and their new assignments follows.

  1. Shri Hemant Sharma IAS (Odisha 1995), presently Additional Chief Secretary, Industries Department with additional charge of Chairman, IPICOL, is given additional charge of Additional Chief Secretary – Information & Public Relations Department.

  2. Shri Sanjeeb Kumar Mishra IAS (Odisha 1997), presently Principal Secretary, Odia Language, Literature & Culture Department, with additional charge of Principal Secretary – ST & SC, Minorities & Backward Class Welfare Department, Odisha, is transferred and appointed as Principal Secretary – Finance Department, with additional charge of  Chairman – Odisha Industrial Infrastructure Development Corporation (IDCO).

  3. Shri N B S Rajput IAS (Odisha 1999), presently Principal Secretary to Governor of Odisha, with additional charge of Principal Secretary, Public Enterprises Department, Odisha, is transferred and appointed as Principal Secretary – Public Enterprises Department, with additional charge of CMD – Odisha State Road Transport Corporation (OSRTC).

  4. Shri Bhaskar Jyoti Sarma IAS (Odisha 1999), presently Principal Secretary to Government, Sports & Youth Services Department with additional charge of CMD, OPTCL, is appointed as Principal Secretary – Excise Department, with additional charge of CMD – OPTCL.
  5. Smt Roopa Roshan Sahoo IAS (Odisha 2006), presently Revenue Divisional Commissioner, Southern Division (RDC SD), Berhampur is appointed as Commissioner-cum-Secretary to the Hon’ble Governor of Odisha.
  6. Shri Sachin Ramchandra Jadhav IAS (Odisha 2007), presently RDC (ND), Sambalpur with additional charge of CEO, Western Odisha Development Council (WODC), is appointed as Commissioner-cum-Secretary – Sports & Youth Services Department, with additional charge of Revenue Divisional Commissioner, Northern Division – Sambalpur, and CEO – WODC.
  7. Shri Bhupendra Singh Poonia IAS (Odisha 2008), presently MD, Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL) with additional charge of Special Secretary, Industries Department, MD, IDCO, and Commissioner-cum-Secretary, Skill Development & Technical Education Department, is appointed as Commissioner-cum-Secretary – Skill Development & Technical Education Department, Odisha, with additional charge of MD – IPICOL, Bhubaneshwar.
  8. Shri B Parameswaran IAS (Odisha 2008), presently Revenue Divisional Commissioner (RDC), Central Division, Cuttack, is appointed as Commissioner-cum-Secretary – ST & SC Development, Minorities & Backward Classes Welfare Department, Odisha.
  9. Smt Guha Poonam Tapas Kumar IAS (Odisha 2008), presently Commissioner-cum-Secretary to Government, Handlooms, Textiles & Handicrafts Department, is given additional charge of RDC – Central Division, Cuttack, Odisha.
  10. Shri D Prasanth Kumar Reddy IAS (Odisha 2009), presently Director, Industries, Odisha, with additional charge of MD, OSIC and MD, OSFC, is appointed as Commissioner-cum-Secretary – Micro, Small and Medium Enterprises Department, Odisha, with additional charge of MD – Odisha Industrial Infrastructure Development Corporation (IDCO).
  11. Shri Indramani Tripathy IAS (Odisha SCS 2011), presently Labour Commissioner, Odisha, is given additional charge of Inspector – Factories and Boilers, Odisha.
  12. Shri Manish Agarwal IAS (Odisha 2012), presently Additional Secretary, Planning & Convergence Department, Odisha, with additional charge of Additional Director General (Training), Gopabandhu Academy of Administration, Bhubaneswar, is appointed as Additional Special Relief Commissioner, Odisha, with additional charge of Additional Secretary – Planning & Convergence Department, Odisha.
  13. Shri Sangram Keshar Mohapatra IAS (Odisha SCS 2012), presently Additional Secretary, School & Mass Education Department, Odisha, is transferred and appointed as Revenue Divisional Commissioner RDC – Southern Division, Berhampur, Odisha.
  14. Shri Deben Kumar Pradhan IAS (Odisha 2012), presently Additional Secretary, Forest, Environment & Climate Change Department, Odisha, is appointed as Managing Director – OSBCL, with the post declared equivalent in status and responsibility to the post of Additional Secretary provided in the IAS Cadre of the State.
  15. Shri Bijay Kumar Dash IAS (Odisha 2012), presently Collector & District Magistrate, Gajapati, is transferred and appointed as Additional Secretary – Health & Family Welfare Department, Odisha.
  16. Shri Smruti Ranjan Pradhan IAS (Odisha 2012), presently Collector & District Magistrate, Kendrapara, is appointed as Additional Secretary – Forest, Environment & Climate Change Department, Odisha.
  17. Shri Raghuram R Iyer IAS (Odisha 2013), presently Director, Higher Secondary Education, Odisha, with additional charge of PD, MDM, Director, TBPM, and Additional Secretary, School & Mass Education Department, Odisha,  is appointed as Collector & District Magistrate – Kendrapara, Odisha, he is also the designated DM in the District of Kendrapara under under section 1a(1) of Bharatiya Nagarik Suraksha Sanhita, 2023.
  18. Shri Chanchal Rana IAS (Odisha 2014), presently Collector & District Magistrate, Puri, is appointed as Commissioner – Bhubaneswar Municipal Corporation, with the post of Commissioner, Bhubaneswar Municipal Corporation declared equivalent in
    status and responsibility to the post of Joint Secretary provided in the IAS Cadre of the State.
  19. Shri Siddharth Shankar Swain IAS (Odisha 2014), presently Officer on Special Duty (OSD), GA & PG Department, is appointed as Director – Special Project, Panchayati Raj & Drinking Water Department, Odisha, upon superannuation of Shri Jyoti Prakash Das IAS (Odisha 2010) on 31.07.2025.
  20. Shri Chakravarti Singh Rathore IAS (Odisha 2014), presently Additional Secretary, Panchayati Raj & Drinking Water Department, Odisha, with additional charge of CEO, ORMAS, is transferred and appointed as Director – Technical Education & Training, Odisha.
  21. Dr Yeddula Vijay IAS (Odisha 2014), presently Additional, Planning & Convergence Department, Odisha, is transferred and appointed as Director – Sports, with the post declared equivalent in status and responsibility to the post of Joint Secretary provided in the IAS Cadre of the State.
  22. Niyati Patnaik IAS (Odisha 2014), presently Director, SSEPD, is appointed as Director – Higher Secondary Education, Odisha.
  23. Dr Maheswar Swain IAS (Odisha 2014), presently Director, Panchayati Raj, is appointed as Collector & District Magistrate – Nabarangpur, Odisha, he is also the designated DM in the District of Nabarangpur under under section 1a(1) of Bharatiya Nagarik Suraksha Sanhita, 2023.
  24. Smt Parul Patawari IAS (Odisha 2015), presently Collector & District Magistrate, Rayagada, is transferred and appointed as Director – Social Security & Empowerment of Persons with Disabilities Department (SSEPD), with the post declared equivalent in status and responsibility to the post of Joint Secretary provided in the IAS Cadre of the State.   25. Aboli Sunil Naravane IAS (Odisha 2015), presently Collector & District Magistrate, Jharsuguda, is appointed as Director – Industries, Odisha, Cuttack.
  26. Shri Amrit Ruturaj IAS (Odisha 2015), presently Collector & District Magistrate, Kandhamal, is appointed as Collector & District Magistrate – Khordha, Odisha, he is also the designated DM in the District of Khordha under under section 1a(1) of Bharatiya Nagarik Suraksha Sanhita, 2023.
