Shri Katikithala Srinivas IAS (Gujarat 1989), presently Secretary- Ministry of Housing and Urban Affairs, has been appointed as Secretary- Ministry of Development of North Eastern Region.

Shri Katikithala Srinivas, an officer of the 1989 batch of the Indian Administrative Service from the Gujarat cadre, has built an extensive administrative career spanning district administration, urban development, revenue, personnel management, institutional training, minority affairs and housing. Over more than three decades of service, he has handled responsibilities at the grassroots, state and Union Government levels, developing a wide-ranging understanding of public administration and policy implementation.

His academic background reflects a strong combination of legal education, economics and public policy. Shri Srinivas holds a Graduate degree in Law and an LL.B. in Intellectual Property Law from Gulbarga University. He subsequently completed a Postgraduate Diploma in Economics from the University of Hyderabad, securing First Class with Distinction, followed by an LL.M. in Constitutional Law from Acharya Nagarjuna University, where he obtained First Class. He also holds a Master of International Development Policy from Duke University’s Sanford School of Public Policy, where he was rated Outstanding. This multidisciplinary academic foundation has complemented his extensive administrative experience.

Shri Srinivas began his career with field assignments as Assistant Collector in Porbandar and Rajkot. He subsequently served as Deputy Secretary in the Housing and Urban Development Department and the Health, Medical Education and Family Welfare Department of Gujarat. He later served as District Development Officer in the Panchayats Department, gaining early experience in rural and development administration.

His field experience was further strengthened through assignments as District Collector in Sabarkantha, Rajkot and Ahmedabad. These responsibilities involved land and revenue administration, district governance, development coordination and public service delivery. His experience in some of Gujarat’s major administrative districts provided a strong foundation for the senior responsibilities that followed.

Shri Srinivas also served as Additional Commissioner in the Industries and Mines Department, associated with the Industrial Extension Bureau, where he handled responsibilities relating to industrial policy and promotion. He later served as Additional Secretary to the Chief Minister in the General Administration Department, gaining experience in high-level policy coordination and government functioning.

A significant phase of his career was associated with urban development and water resources. He served as Managing Director of the Gujarat Urban Development Company Limited and later as Joint Managing Director of Sardar Sarovar Narmada Nigam Limited. These assignments provided him with extensive exposure to urban development, infrastructure planning and water resource management.

He subsequently served as Principal Secretary in the General Administration Department and as Principal Secretary to the Government in the Revenue Department of Gujarat. These positions involved important responsibilities in personnel administration, general administration and revenue governance.

At the Union Government level, Shri Srinivas served in the Department of Personnel and Training in several senior capacities. He worked as Joint Secretary and Additional Secretary, handling responsibilities connected with personnel administration and training. He later served as Establishment Officer and Additional Secretary, followed by his appointment as Director at the Lal Bahadur Shastri National Academy of Administration, Mussoorie. His experience in personnel policy and civil service training brought together his administrative knowledge and institutional perspective.

Shri Srinivas subsequently served as Secretary in the Ministry of Minority Affairs before taking charge as Secretary, Ministry of Housing and Urban Affairs in August 2024. The Ministry handles a broad range of issues connected with urban development, housing and the evolving needs of India’s rapidly growing cities.

With a career encompassing field administration, revenue, urban development, water resources, personnel management, civil service training and Union Government policy, Shri Katikithala Srinivas brings considerable breadth to his responsibilities. His legal, economic and public policy education has complemented a career marked by varied assignments across governance. The combination of long field experience and senior policy-level exposure has enabled him to contribute across a wide spectrum of public administration.
