Piyush Goyal IAS appointed as Secretary General- National Human Rights Commission

Shri Piyush Goyal IAS (Nagaland 1994), presently Secretary- Ministry of Mines, has been appointed as Secretary General, National Human Rights Commission (NHRC), in the rank and pay of Secretary to the Government of India.

Shri Piyush Goyal, an officer of the Indian Administrative Service, has built an impressive and wide-ranging career spanning central government, state administration, national security, public policy, district governance and international diplomatic responsibilities. An engineer by training, he holds a B.Tech. degree in Electrical Engineering from the Institute of Technology, Banaras Hindu University, Varanasi, where he secured First Division. He subsequently pursued an M.Tech. in Behavioural Science from IIT Delhi, also securing First Division.

Since September 2025, Shri Piyush Goyal has been serving as Secretary in the Ministry of Mines, Government of India, New Delhi. In this senior position, he is responsible for overseeing important policy and administrative matters relating to the mining and minerals sector. His extensive experience in central ministries, national security-related institutions and public administration provides him with a broad institutional perspective for handling complex policy responsibilities.

Prior to his present assignment, Shri Piyush Goyal served as Chief Executive Officer of NATGRID under the Ministry of Home Affairs from August 2022 to August 2025. The National Intelligence Grid is a key institutional framework associated with strengthening information sharing and intelligence capabilities. His tenure as CEO placed him in a highly sensitive and strategically important administrative role at the intersection of technology, governance and national security.

Before leading NATGRID, Shri Piyush Goyal served as Additional Secretary in the Ministry of Home Affairs from March 2021 to August 2022 and as Joint Secretary in the Ministry from November 2018 to March 2021. His prolonged association with the Ministry of Home Affairs reflects the depth of his experience in handling important matters relating to internal security, administration and national governance.

His career has also included significant responsibilities in the state administration of Nagaland. He served as Commissioner and Secretary in the Personnel Department and as Principal Secretary to the Government in the General Administration Department. These assignments involved senior-level responsibilities in personnel management, general administration and the functioning of the state government.

Earlier, Shri Piyush Goyal served in the Cabinet Secretariat, Government of India, first as Commissioner and subsequently as Officer on Special Duty. His tenure in the Cabinet Secretariat, extending over several years, provided him with valuable exposure to the functioning of the highest levels of government and to issues requiring inter-ministerial coordination and strategic administrative oversight.

His international experience includes serving as Counsellor at the Embassy of India in Washington, D.C., from April 2009 to June 2012. The assignment gave him exposure to international engagement and diplomatic responsibilities, further broadening his administrative experience beyond domestic governance.

Before his international assignment, Shri Piyush Goyal served as Deputy Secretary in the Cabinet Secretariat. His early career also included important field and institutional assignments in Uttar Pradesh. He served as District Magistrate of Rae Bareli, Barabanki, Chitrakoot and Auraiya at different stages of his career. These postings provided him with extensive experience in district administration, land revenue management, development coordination and direct public administration.

In addition to his district-level responsibilities, Shri Piyush Goyal held senior positions in the industrial and financial sectors of Uttar Pradesh. He served as Joint Managing Director of the Uttar Pradesh Small Industries Corporation in Kanpur, Executive Director and General Manager in the Uttar Pradesh Financial Corporation, and also handled responsibilities related to industrial development and institutional administration.

His early career included an inter-cadre deputation to Jaunpur and service in the Home Department of Nagaland. He also served in personnel administration, including responsibilities in the Personnel, Administrative Reforms and Training Department of Nagaland. His initial field experience included service as Sub-Divisional Officer in Phek and SDO (Civil) in Dimapur.

The career of Shri Piyush Goyal reflects an uncommon breadth of administrative exposure. From district administration in Uttar Pradesh and senior responsibilities in Nagaland to the Cabinet Secretariat, the Ministry of Home Affairs, NATGRID and an overseas diplomatic assignment, he has worked across diverse and strategically important areas of governance.

His present responsibility as Secretary, Ministry of Mines, marks another significant phase in a career defined by versatility and institutional depth. With experience spanning economic and industrial administration, internal security, national-level coordination, international engagement and state governance, Shri Piyush Goyal brings to his current assignment a comprehensive understanding of the complexities of public administration and policy implementation.

Over the course of his career, his progression through increasingly senior responsibilities reflects sustained professional experience, administrative versatility and the ability to operate effectively across different domains of governance.
