T K Anil Kumar IAS appointed as Secretary- Department of School Education & Literacy
Shri T K Anil Kumar IAS (Karnataka 1996), presently Additional Secretary- Department of Rural Development, Ministry of Rural Development, has been appointed as Secretary- Department of School Education & Literacy, Ministry of Education.
Shri T K Anil Kumar, an officer of the Indian Administrative Service, has built a distinguished career marked by extensive experience in rural development, health and family welfare, urban administration, personnel management, legal metrology, tourism and district administration. An engineer by education, he holds a B.Tech. degree in Mechanical Engineering and has steadily progressed through a wide range of important administrative responsibilities at both the state and central levels.
A significant phase of Shri T K Anil Kumar’s career has been his association with the Government of India. Since August 2024, he has been serving as Additional Secretary in the Department of Rural Development, Government of India, New Delhi. In this role, he brings to the department extensive administrative experience acquired over nearly three decades in public service. His experience in district administration, urban development, governance and state-level policy formulation provides him with a broad understanding of the challenges involved in implementing development programmes across diverse regions.
Prior to his central deputation, Shri T K Anil Kumar served as Principal Secretary to the Government in the Health and Family Welfare Department. He held this responsibility from September 2021, dealing with a sector of critical importance to public welfare and governance. His tenure in the department reflected his long experience in managing complex administrative responsibilities and coordinating government systems involving public service delivery.
Between August 2018 and September 2021, he served as Secretary to the Government in the Legal Metrology Department. Before this, he briefly served as Secretary in the Tourism Department. His administrative career has therefore covered a wide range of sectors, from public health and consumer protection to tourism and development administration.
Shri T K Anil Kumar has also held important positions involving regional and state-level administration. He served as Regional Commissioner, handling responsibilities related to land revenue management and divisional administration. Earlier, from May 2016 to April 2018, he served as Secretary to the Government in the Personnel and Administrative Reforms Department. This assignment gave him an important role in matters related to personnel administration, governance systems and administrative reforms.
His experience in urban development has been particularly extensive. He served as Secretary to the Government in the Urban Development Department of Karnataka, dealing with municipalities and urban development authorities. During his tenure, he was associated with the administration of urban governance and development-related responsibilities. Earlier, he also served as Joint Managing Director of the Karnataka Urban Infrastructure Development and Finance Corporation, giving him experience in the institutional and financial dimensions of urban development.
At the Government of India level, Shri T K Anil Kumar served as Director of Census Operations in Karnataka under the Registrar General and Census Commissioner of India, Ministry of Home Affairs, from July 2009 to July 2013. This assignment provided him with valuable exposure to a major national administrative exercise and strengthened his experience in large-scale government operations.
His career has also been shaped by substantial field experience. He served as Deputy Commissioner of Shimoga and earlier as Deputy Commissioner of Bidar. These assignments placed him at the forefront of district administration, involving land revenue management, development administration, coordination of government departments and direct engagement with local governance.
In the earlier stages of his career, Shri T K Anil Kumar served in several important administrative positions, including Joint Managing Director in the urban infrastructure sector, Deputy Secretary to the Chief Minister, Chief Executive Officer in the local self-government and Panchayati Raj system, and Deputy Project Director in urban development. He also served as Project Director in connection with Karnataka Bhavan.
His initial field postings included service as Assistant Commissioner in Koppal and Udupi. These early assignments provided him with first-hand experience of sub-divisional administration and local governance, laying a strong foundation for his subsequent responsibilities at the district, state and central levels.
Over the course of his career, Shri T K Anil Kumar has worked across multiple dimensions of public administration. His professional journey reflects a combination of field experience and policy-level responsibilities, covering rural development, health, urban governance, personnel administration, administrative reforms, tourism, consumer-related administration, census operations and district governance.
With his extensive experience across different levels of administration, Shri T K Anil Kumar represents the profile of a seasoned civil servant whose career has been shaped by versatility, institutional understanding and sustained engagement with public administration. His present role in the Department of Rural Development places his wide-ranging administrative experience in an important national development context.
