Archana Varma IAS appointed as Mission Director- National Water Mission

Ms. Archana Varma IAS (Assam Meghalaya 1996), presently Mission Director, National Water Mission, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, has been appointed as Mission Director- National Water Mission, Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti, in the rank and pay of Secretary to the Government of India, by temporarily upgrading the post to Secretary level.

The officer will take over as Secretary- Department of Official Language, Ministry of Home Affairs vice Ms. Ansuli Arya IAS (BH:89) upon her superannuation on 30.09.2026.

Ms. Archana Varma, IAS, is a senior civil servant with a distinguished career spanning more than two decades across personnel administration, public policy, water resources, health and family welfare, rural development, science and technology, municipal administration and district governance. Her professional journey reflects extensive experience at both the state and central levels, with assignments involving policy formulation, institutional administration and the implementation of development programmes.

She has served as Mission Director of the National Water Mission under the Ministry of Jal Shakti, Government of India, holding the rank of Additional Secretary Equivalent. Her assignment has involved responsibilities relating to water resources, public administration and the broader national policy framework governing water management. Her experience in this role has added an important dimension to a career that has already covered a wide range of sectors.

Ms. Varma has also served as Principal Secretary in the state cadre, holding the rank of Additional Secretary. Earlier, she served in the Department of Personnel and Training and associated central institutions under the Ministry of Personnel, Public Grievances and Pensions. She served as Additional Secretary Equivalent from September 2017 to February 2020 and earlier as Joint Secretary from March 2014 to August 2017. Before that, she served as Director in the same broad domain. These assignments provided her with extensive experience in personnel administration, training, public grievances and the functioning of key institutions of the Central Government.

Her career in the Government of Assam has included several significant responsibilities. She served as Commissioner and Secretary in the Science and Technology Department and earlier as Commissioner and Secretary in the Panchayats, Rural Housing and Rural Development Department. These assignments involved policy implementation and administrative coordination in areas directly connected with technological development, rural housing and grassroots governance.

Ms. Varma also served in the health sector at the Central Government level. She worked as Director and Deputy Secretary in the Ministry of Health and Family Welfare. During this period, she gained substantial experience in the administration of public health and family welfare programmes and in the policy and institutional processes associated with the health sector.

Her field experience includes serving as Commissioner of the Guwahati Municipal Corporation. This assignment gave her direct exposure to urban governance and municipal administration in one of Assam’s major urban centres. She also served as District Collector and Development Commissioner of Goalpara, where she was responsible for district administration, development programmes, land and revenue matters and coordination of public services.

Earlier, she served as District Collector and Development Commissioner in the Panchayat and Rural Development Department. Her experience in district and rural administration was complemented by assignments in the Home Department of Assam, where she served as Joint Secretary and Deputy Secretary. These positions provided her with experience in internal administration and the functioning of the state government machinery.

Her early career included service as Additional Deputy Commissioner in Bongaigaon and as Sub-Divisional Officer (Civil) in Assam. These field-level positions provided her with foundational experience in revenue administration, law and order, development coordination and public service delivery.

Ms. Varma has a strong academic background in history. She completed her B.A. Honours in History from Lady Shri Ram College, University of Delhi, securing First Division. She subsequently obtained an M.A. in History from Jawaharlal Nehru University, New Delhi, also securing First Division. Her academic training in the humanities has complemented her long career in public administration and policy.

Ms. Archana Varma’s career reflects a broad and diverse administrative profile. From field administration in Assam to senior responsibilities in personnel management, health, rural development and water resources at the national level, she has worked across multiple areas of governance. Her experience in institutional administration, public policy and development programmes has contributed to a career marked by versatility and sustained public service.
