Shri K B Sivakumar IAS (Karnataka 2010) has been empanelled as Joint Secretary at the Centre.
Shri K B Sivakumar, IAS is a seasoned Indian Administrative Service officer known for his strong technical background and extensive experience across district administration, personnel reforms, finance, and urban transport governance. His career trajectory reflects the evolving priorities of the Indian Bureaucracy, particularly in infrastructure management, administrative reforms, and public service delivery.
An engineering graduate, Shri Sivakumar completed his B.Tech. in Electrical Engineering from SASTRA University, securing First Class with Distinction. His technical education has significantly influenced his administrative style, particularly in sectors requiring systems thinking and operational efficiency such as transport and taxation.
He began his career as a Probationer in Bellary (2011–2012), gaining foundational exposure to district administration. His early assignments included serving as Assistant Commissioner in Bijapur, where he handled sub-divisional administration and land revenue management. He later served as Deputy Secretary and subsequently Chief Executive Officer of Zila Panchayat, Bijapur, strengthening rural governance mechanisms and local self-government institutions.
Between 2015 and 2016, Shri Sivakumar was appointed Additional Commissioner in the Commercial Taxes Department, Bengaluru. In this finance-related role, he contributed to revenue administration and tax compliance systems, bringing administrative rigor and procedural efficiency. His district leadership responsibilities expanded when he served as Deputy Commissioner-cum-District Magistrate in Bijapur (2016–2018) and briefly in Mysore (2018). In these roles, he oversaw law and order, land revenue management, disaster response, and implementation of key development schemes.
His experience in personnel and administrative reforms began in 2018 when he was appointed Deputy Secretary, and later Joint Secretary to Government, in the Department of Personnel & Administrative Reforms, Bengaluru. From August 2019 to November 2021, Shri Sivakumar served as Deputy Commissioner-cum-District Magistrate of Shimoga, where he led district-level governance initiatives and coordinated inter-departmental development programs. At the Centre, he served as Private Secretary to the Minister of State in the Ministry of Electronics & Information Technology from February 2022 to June 2024. This role placed him at the heart of national-level policy coordination, technology governance, and digital initiatives, providing him exposure to strategic decision-making at the Union Government level.
In January 2025, he took charge as Ombudsman of the AIDS Prevention & Control Society, Bengaluru, demonstrating his versatility in handling public health–related oversight mechanisms. Later in October 2025, he was appointed Managing Director of the Bangalore Metropolitan Transport Corporation (BMTC), initially in the rank of Director and subsequently elevated to Joint Secretary level from 1 January 2026. As Managing Director of BMTC, he leads one of India’s largest urban bus transport undertakings, overseeing public mobility operations, fleet management, financial sustainability, and commuter service improvements in Bengaluru.
Shri K B Sivakumar’s career reflects a balanced mix of grassroots governance, fiscal administration, personnel management, and urban infrastructure leadership.
