REC Ltd. Engages RITES as Third-Party Quality Monitoring Agency for RDSS Power Transformer Inspections

REC Limited has signed a contract with RITES Limited, a Schedule ‘A’ Central Public Sector Enterprise under the Ministry of Railways, to strengthen quality assurance mechanisms under the Revamped Distribution Sector Scheme (RDSS).

The contract was signed at REC’s Corporate Office in Gurugram by Yogendra Singh, General Manager and Head of PMD Quality, REC, and Akshaya Kumar Swain, Additional General Manager, RITES Limited. Senior officials from both organisations were present during the signing ceremony.

Under the engagement, RITES Limited will serve as REC’s Third-Party Quality Monitoring Agency (TPQMA) for carrying out Pre-Dispatch Inspection (PDI) of Power Transformers to be deployed across Bihar and Uttar Pradesh under the RDSS. The arrangement is aimed at ensuring that the equipment supplied for distribution infrastructure projects meets the required technical, quality and performance standards before dispatch.

Pre-Dispatch Inspection is an important component of quality assurance in large-scale infrastructure projects. Through detailed inspection and verification at the manufacturing stage, the process helps assess whether equipment conforms to approved specifications, technical parameters and contractual requirements. This is particularly significant for power distribution projects, where the reliability and performance of transformers directly influence the efficiency and stability of electricity supply.

The partnership between REC and RITES is expected to further reinforce monitoring and quality control mechanisms associated with the implementation of RDSS projects in Bihar and Uttar Pradesh. By engaging an experienced third-party agency for inspection, the process is intended to bring greater objectivity, technical scrutiny and consistency to the quality assessment of power transformers before their deployment.

The Revamped Distribution Sector Scheme is focused on improving the operational efficiency and financial sustainability of power distribution companies, while also strengthening the quality and reliability of electricity distribution infrastructure. The deployment of new and upgraded equipment, including power transformers, forms an important part of efforts to modernise distribution networks and improve service delivery to consumers.

The contract reflects the continued emphasis being placed on robust quality assurance and independent monitoring in the execution of major power sector programmes. The collaboration will enable technical inspections to be undertaken through an established quality monitoring framework, supporting the timely deployment of compliant and reliable equipment under RDSS.

The engagement also highlights the importance of inter-organisational cooperation among public sector enterprises in supporting national infrastructure development. Through the assignment, RITES will undertake the designated inspection responsibilities for power transformers intended for projects in Bihar and Uttar Pradesh, thereby contributing to the broader objective of strengthening power distribution infrastructure under the RDSS.
