Shri Haris S IAS (Chhattisgarh 2015) has been appointed as Deputy Secretary in the Department of Commerce, Delhi under the Central Staffing Scheme for a period of four years .
Shri Haris S IAS is a dynamic and field-oriented officer of the Indian Administrative Service, known for his extensive experience in district administration, rural development, and governance in challenging regions. An engineer by training and an administrator by profession, he brings together technical competence and policy insight, making him a notable name in the Indian Bureaucracy. He holds a Bachelor of Engineering from the College of Engineering, Guindy (Anna University, Chennai), where he graduated with First Class, and later earned a Master’s degree in Public Management from Jawaharlal Nehru University (JNU), New Delhi, strengthening his grounding in public policy, administration, and governance systems.
At present, Shri Haris S is serving as Collector and District Magistrate, Bastar, a position he assumed on 16 September 2024. Bastar is one of the most administratively sensitive and development-focused districts in Chhattisgarh, requiring balanced leadership across law and order, tribal welfare, development administration, and service delivery. As District Collector, he oversees land revenue management, district planning, implementation of welfare schemes, and coordination among various line departments, while also playing a key role in development administration in the region.
Prior to his current posting, Shri Haris S served as Collector and District Magistrate, Sukma, from 4 July 2022 to 15 September 2024. During this tenure, he handled governance responsibilities in another strategically significant district, focusing on development administration, public service delivery, and strengthening district-level institutional mechanisms. His work in Sukma contributed to improving administrative outreach, implementation of government programmes, and coordination with multiple stakeholders.
Before becoming a District Collector, Shri Haris S held the post of Chief Executive Officer, Zila Panchayat, Bilaspur, from 17 January 2021 to 30 June 2022, under the Panchayat and Rural Development Department. In this role, he was responsible for planning, execution, and monitoring of rural development programmes, including livelihood initiatives, infrastructure development, and decentralised governance mechanisms. Earlier, he also served as CEO, Zila Panchayat, Balrampur, from 14 February 2019 to 3 January 2021, where he worked closely with grassroots institutions to strengthen Panchayati Raj systems and ensure effective delivery of rural welfare schemes.
Shri Haris S began gaining senior administrative exposure as Additional Collector, Raigarh, from 19 September 2018 to 11 February 2019, where he assisted in overall district administration, revenue management, and coordination of developmental activities. His responsibilities included supervision of land revenue matters, disaster management coordination, and administrative oversight at the district level.
Earlier in his career, he served as Sub-Divisional Magistrate (SDM), Raigarh, from 9 October 2017 to 18 September 2018, managing sub-divisional administration, law and order, revenue courts, and public grievance redressal. This role strengthened his operational understanding of grassroots governance and citizen-facing administration.
Shri Haris S also worked briefly as Assistant Secretary in the Department of Women and Child Development at the central level from 3 July 2017 to 29 September 2017, gaining exposure to national-level policy processes related to women and child welfare. This assignment added a broader policy perspective to his administrative experience.
At the early stage of his career, he served as Assistant Collector, Bilaspur, from 22 June 2016 to 19 May 2017, where he handled land revenue administration, magisterial duties, and field-level coordination. He also held a short tenure as Section Officer, Raipur, contributing to divisional administration and internal government processes.
