UPSC as the “Guardian of India’s Steel Frame

Union Minister of State (Independent Charge) for Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, hailed the Union Public Service Commission (UPSC) as the “guardian of India’s steel frame of governance” while speaking at the inaugural session of the Shatabdi Sammelan, the UPSC Centenary Celebration, held at Bharat Mandapam, New Delhi.

Delivering his address as the Guest of Honour in the presence of Chief Guest Shri Om Birla, Hon’ble Speaker, Lok Sabha, and UPSC Chairman Dr. Ajay Kumar, Dr. Jitendra Singh said that UPSC has remained a symbol of integrity, fairness, and transparency across both pre- and post-Independence India, silently accompanying the nation throughout its democratic evolution. Recalling Sardar Vallabhbhai Patel’s description of the Civil Services as the “Steel Frame of India,” he remarked, “It is the Union Public Service Commission that has consistently fulfilled the responsibility of safeguarding this steel frame.”

He further highlighted that the year 2025 holds unique national significance, marking the 150th birth anniversaries of Sardar Vallabhbhai Patel and Bhagwan Birsa Munda, the 125th birth anniversary of Dr. Syama Prasad Mookerjee, and 150 years of the composition of Vande Mataram. In this historic context, Dr. Singh said it is a matter of immense pride that UPSC’s centenary coincides with a year so deeply connected to India’s cultural and constitutional heritage, reinforcing the Commission’s place in the nation’s legacy of governance.

Appreciating UPSC’s ongoing evolution, Dr. Singh drew attention to several recent initiatives that reflect the Commission’s modern outlook. He especially acknowledged the Pratibha Setu portal, which offers opportunities for aspirants who clear multiple stages of the Civil Services Examination but do not feature in the final merit list by connecting them with private sector and institutional roles. He hailed the initiative as “a creative bridge between talent and opportunity” that ensures India’s intellectual capital continues to contribute to national growth.

Dr. Singh also underlined that UPSC’s mandate extends far beyond recruitment—it plays a crucial role in framing and updating service rules, reviewing administrative practices, and fostering ethical standards in public service. Expressing satisfaction that the Commission continues to uphold constitutional values despite shifting expectations and debates around democratic institutions, he remarked that “the architects of Viksit Bharat @2047 will emerge from this very institution that has shaped generations of India’s finest civil servants.”

The two-day Shatabdi Sammelan (Centenary Conclave), being held on 26–27 November 2025 at Bharat Mandapam, New Delhi, marks the 100-year journey of UPSC in nation-building. The event brings together current and former Chairpersons and Members of UPSC and State Public Service Commissions (PSCs), senior government officials, academics, and notable experts in public administration.

In his welcome speech, UPSC Chairman Dr. Ajay Kumar warmly greeted the dignitaries and participants, describing the event as a “historic milestone in UPSC’s illustrious journey of a century.” He extended gratitude to Hon’ble Speaker Shri Om Birla for delivering the keynote address and to Dr. Jitendra Singh for his continued guidance and support. Reiterating UPSC’s constitutional responsibilities, he said, “On this solemn Constitution Day, the Union Public Service Commission re-dedicates itself to the ideals of fairness, meritocracy, and equity in our recruitment, examination, and promotion systems.” He also acknowledged the presence of former Chairpersons and Members, calling them “luminaries who set exceptional standards for future generations,” and reiterated the enduring institutional harmony between UPSC and State PSCs. “The UPSC,” he said, “will continue to remain the sacred temple of trust and integrity envisioned by the framers of our Constitution.”

Delivering the keynote address, Hon’ble Speaker Shri Om Birla congratulated the Commission on its Centenary and Constitution Day, calling UPSC “one of the most significant pillars of India’s democratic and administrative architecture.” He said that over 100 years, UPSC has consistently embodied impartiality, transparency, confidentiality, and accountability—setting benchmarks not only for India but also internationally. He noted that the Constituent Assembly enshrined UPSC’s autonomy to ensure neutrality in public recruitment, and the Commission has honoured this mandate with remarkable integrity. Shri Birla underscored UPSC’s progressive approach, citing reforms in examinations, promotions, and digital adoption. Highlighting its inclusivity, he added, “Candidates from every region, every language, and every socio-economic background participate in this examination with complete trust in its fairness — that trust is UPSC’s greatest achievement.”

Looking ahead, Shri Birla urged the Commission to continue innovating in response to emerging global themes such as artificial intelligence, climate change, cybersecurity, and national security. He concluded that the leadership emerging from UPSC has guided India’s executive system with ethics, sensitivity, and commitment to public service, and expressed confidence that as UPSC begins its second century, it will continue playing a defining role in shaping India’s governance in the years to come.
