Shri Chanchal Kumar, a distinguished officer of the Indian Administrative Service, represents a rare blend of technological expertise, academic excellence, and high-impact administrative leadership. With an illustrious career spanning state governance and key positions in the Government of India, he has consistently contributed to infrastructure development, policy formulation, and institutional strengthening—reflecting the evolving capabilities of the Indian Bureaucracy.

An academically accomplished individual, Shri Kumar began his educational journey at the prestigious Indian Institute of Technology Kanpur, where he completed both his B.Tech. and M.Tech. in Computer Science, securing first-class distinction in both degrees. His strong foundation in technology was further complemented by an M.A. in Economics from Duke University, where he again achieved top academic standing. He later pursued a Ph.D. in Economics from Patna University. This multidisciplinary academic background—spanning computer science, economics, and advanced research—has equipped him with a nuanced and analytical approach to governance.

Shri Kumar’s administrative career began with grassroots assignments in Bihar and Jharkhand, where he served as Sub-Divisional Magistrate and later as Deputy Development Commissioner. These early roles provided him with valuable exposure to rural development challenges and district administration. He subsequently held multiple positions as District Collector and District Magistrate in districts such as Kaimur, Bokaro, East Champaran, and Nalanda. His tenure in these districts was marked by a focus on effective governance delivery and development-oriented administration.

His transition into state-level leadership roles saw him handling critical responsibilities in departments such as Agriculture, Building Construction, and Rural Works. Notably, his tenure as Secretary in the Building Construction Department of Bihar underscored his ability to manage large-scale infrastructure projects with administrative precision. His role as Secretary in the Rural Works Department further reflected his engagement with rural connectivity and development initiatives.

A significant phase of his career was spent in close coordination with the political executive, serving as Secretary to the Chief Minister and later as Principal Secretary to the Chief Minister in Bihar. This long tenure in the Chief Minister’s Office is indicative of the trust reposed in his administrative judgment and strategic capabilities. In these roles, he was involved in high-level decision-making, policy coordination, and implementation oversight across sectors.

At the national level, Shri Chanchal Kumar has held several prominent assignments. His role as Managing Director of the National Highways and Infrastructure Development Corporation Limited marked a significant contribution to India’s infrastructure landscape, particularly in challenging terrains and strategic regions. His leadership in NHIDCL reflected a results-oriented approach to project execution and infrastructure expansion.

Currently serving as Secretary in the Ministry of Development of North Eastern Region (DoNER), Government of India, Shri Kumar is entrusted with steering developmental initiatives in one of the country’s most strategically important regions. His role involves coordinating infrastructure, connectivity, and socio-economic development projects across the North Eastern states, an area that demands both administrative acumen and sensitivity to regional dynamics.

Earlier, he also briefly served as Officer on Special Duty (OSD) in the Ministry of Civil Aviation, further broadening his exposure to national-level infrastructure and transport sectors.
