Shri Bharat Harbanslal Khera IAS (Himachal Pradesh 1996) presently Additional Secretary- Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution has been appointed as Officer on Special Duty, Ministry of Micro, Small and Medium Enterprises (rank and pay of Secretary). The officer will take over as Secretary- Ministry of Micro, Small and Medium Enterprises vice Shri Subhas Chandra Lal Das IAS (AGMUT 1992) upon his superannuation on 30.04.2026.

Shri Bharat Harbanslal Khera, an accomplished officer of the Indian Administrative Service, is recognized for his wide-ranging administrative experience, policy acumen, and steady leadership across both state and central government roles. Over the years, he has contributed to key sectors including public works, defence, consumer affairs, and governance reforms—reflecting the multidimensional responsibilities of the Indian Bureaucracy.

Academically, Shri Khera possesses a strong and diverse educational foundation. He holds a Bachelor of Engineering (Honours) in Electrical and Electronics Engineering from the prestigious Birla Institute of Technology and Science Pilani. He further enhanced his academic profile with a Master of Public Administration (MPA) from Syracuse University, gaining international exposure to governance and public policy frameworks. Additionally, he completed an Advanced Management Programme in Public Policy from the Indian School of Business Hyderabad, reflecting his continued engagement with evolving policy and leadership practices.

Shri Khera began his administrative journey with field-level assignments, serving as Assistant Commissioner and later Sub-Divisional Officer. His early roles as Additional Deputy Commissioner and Deputy Commissioner in districts such as Solan and Kangra provided him with a strong grounding in district administration, land revenue management, and grassroots governance. These formative years shaped his understanding of public service delivery and local development challenges.

He went on to serve in a variety of roles within the Government of Himachal Pradesh, demonstrating notable administrative versatility. As Labour Commissioner, he dealt with labour welfare and regulatory frameworks, while his tenure as Managing Director of various state public sector undertakings—including those in transport, horticulture, and industrial development—highlighted his ability to manage complex organizations and sector-specific challenges.

A significant phase of his career involved leadership roles in infrastructure and governance. As Divisional Commissioner, Shimla, he oversaw a wide administrative jurisdiction, coordinating development initiatives and ensuring effective governance across districts. His subsequent roles as Principal Secretary in departments such as Public Works, Home & Vigilance, and General Administration reflected his capacity to handle sensitive and high-impact portfolios with composure and efficiency.

At the central level, Shri Khera has held important assignments in the Government of India. His tenure as Joint Secretary in the Ministry of Defence and Department of Defence Production involved dealing with complex policy and administrative issues in a critical sector. He later served as Joint Secretary in the Cabinet Secretariat, where he was closely involved in high-level policy coordination and inter-ministerial processes, gaining valuable insights into the functioning of the central government.

Currently serving as Additional Secretary in the Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, Shri Khera is engaged in policy formulation and implementation in a sector that directly impacts citizens’ daily lives. His role involves ensuring consumer protection, market regulation, and efficient public distribution mechanisms—areas that are central to governance and public welfare.
