Dr. B. Rajendra, IAS (Bihar Cadre, 1995), is a senior civil servant with nearly three decades of diverse administrative experience across the state and central governments. An academic achiever, he holds a B.Sc. in Agriculture from Andhra Pradesh Agricultural University, Rajendra Nagar, Hyderabad, followed by an M.Sc. and a Ph.D. in Plant Pathology from the Indian Agricultural Research Institute, New Delhi, both with distinction. His academic foundation in agriculture provided him with a scientific perspective that has significantly shaped his approach to public administration, particularly in the areas of rural development, agriculture, and governance reforms. At present, he serves as Additional Chief Secretary, General Administration Department, Government of Bihar, with additional charges as ACS, Public Grievance (GAD), ACS, Sports Department, Mission Director, Bihar Administrative Reforms Mission Society, and now ACS, Education Department, Bihar.
Dr. Rajendra began his career in the Indian Administrative Service with district-level assignments, gaining firsthand experience in governance and public service delivery. He started as Assistant Collector and Assistant Magistrate in Munger in 1996 and subsequently served as Sub-Divisional Magistrate in Danapur and Jhanjharpur. These formative postings enabled him to acquire a deep understanding of grassroots administration, land management, and district-level governance. Over the years, he went on to serve as District Magistrate in several important districts including Dhanbad, Madhubani, Kaimur, Patna, Saran, and West Champaran. His repeated postings as District Collector and Magistrate reflected the trust placed in his administrative abilities to handle diverse developmental and law-and-order challenges.
His career has been marked by substantial involvement in sectors relating to agriculture, rural development, and allied areas. He served as Director in the Departments of Agriculture, Horticulture, and Animal Husbandry, and also as Managing Director of the State Seeds Corporation and Agriculture Marketing Board. His expertise in agriculture and allied sectors, supported by his academic specialization, helped him design and implement policies to strengthen farm productivity, seed quality, and agricultural markets. He also contributed to the Mahadalit Vikas Mission as Mission Director, focusing on the welfare of marginalized communities, and worked in the Social Welfare Department, emphasizing social justice and empowerment.
In the infrastructure and industrial development domains, Dr. Rajendra held important positions such as Managing Director of the State Industrial Development Corporation, Industrial Area Development Authority, and Infrastructure Authority. These roles required a strong focus on industrial promotion, investment facilitation, and infrastructure creation. Similarly, as Managing Director of the Bihar State Beverages Corporation under the Excise and Prohibition Department, he oversaw regulatory and revenue functions critical to the state’s finances. His tenure as Secretary in the Rural Works Department further highlighted his role in improving rural infrastructure, particularly road connectivity.
At the central level, Dr. Rajendra has had significant exposure in key ministries. As Joint Secretary in the Ministry of Water Resources, River Development and Ganga Rejuvenation, he worked on policies related to water management and rejuvenation of the Ganga. Later, as Joint Secretary in the Ministry of Agriculture, Cooperation & Farmers Welfare, and subsequently as Minister (Agriculture) in Rome, representing India at the Food and Agriculture Organization (FAO), he contributed to agricultural marketing, global cooperation, and farmers’ welfare at both national and international levels. These roles strengthened his profile as an administrator with global exposure in agriculture and development sectors.
Returning to Bihar, he has continued to hold leadership positions in governance and reforms. As Additional Chief Secretary, General Administration Department, he oversees personnel management and administrative functioning of the state. He also leads the Bihar Administrative Reforms Mission Society as Mission Director, a role focused on modernizing governance systems, improving service delivery, and strengthening administrative processes. His additional responsibilities in the Public Grievance Redressal system and Sports Department further demonstrate his versatility. With his new charge as Additional Chief Secretary, Education Department, he has been entrusted with guiding one of the most crucial sectors for Bihar’s future development.
