Shri Ashok Kumar IRSS (1997) presently CVO- Department of Telecommunications has been given premature repatriation Delhi to his parent cadre by the Appointments Committee of the Cabinet.

Shri Ashok Kumar, a distinguished officer of the Indian Railway Stores Service (IRSS) of the 1996 batch, has built a career marked by deep expertise in vigilance administration, public procurement, and governance systems. With a strong technical and academic foundation, he holds a B.Tech in Electrical Engineering from the Indian Institute of Technology BHU and an M.Tech in Behavioural Science from the Indian Institute of Technology Delhi. This unique combination of engineering and behavioural sciences has contributed to his nuanced approach in handling complex administrative and vigilance matters.

Throughout his career, Shri Kumar has primarily served in the Indian Railways, with significant assignments in Eastern Railway and the Integral Coach Factory (ICF). His work in these organizations involved managing procurement systems, ensuring efficiency in supply chains, and upholding transparency in public sector operations.

A defining phase of his career was his tenure as Director in the Central Vigilance Commission from 2013 to 2018. During this period, he was closely associated with vigilance management across a wide range of key government departments and ministries, including CBDT, CBIC, Ministry of Health, Ministry of Finance, Ministry of Social Justice, Ministry of Heavy Industries, and Ministry of Road Transport. His role involved overseeing vigilance cases, advising on disciplinary matters, and strengthening institutional mechanisms to prevent corruption.

In addition to his responsibilities at the CVC, Shri Kumar also functioned as Commissioner for Departmental Inquiries, where he served as an Inquiry Officer in disciplinary proceedings. His work in this domain has been recognized for its thoroughness, fairness, and adherence to due process, reflecting a balanced and principled approach.

Shri Kumar has also contributed significantly to capacity building and training in vigilance administration. He has delivered lectures at premier institutions such as the Sardar Vallabhbhai Patel National Police Academy and other training centers on topics including “Conduct of Departmental Proceedings” and vigilance practices. His sessions are valued for their practical insights and clarity, benefiting officers across services.

On the international front, he represented India at a conference on “Anti-Bribery of Foreign Officials” held in Paris, France, in 2015, where OECD countries participated and India was invited as a guest country. He also underwent specialized training in anti-corruption at the International Anti-Corruption Academy in 2016, further strengthening his expertise in global best practices in vigilance and ethics.
