Ms. Aneeta C Meshram IAS (Uttar Pradesh 1996) given extension in upgradation of the post of Joint Secretary to the level of Additional Secretary in Department of Fertilizers for a term up to 05.11.2026 by the Appointments Committee of the Cabinet.
Ms. Aneeta C. Meshram is an accomplished and highly respected civil servant whose administrative journey spans more than two decades across the social, developmental, cultural, revenue, and industrial sectors. Known for her strategic clarity, empathetic leadership, and consistent delivery in public governance, she exemplifies the competency and commitment that define the finest leadership within the Indian Bureaucracy.
Academically, Ms. Meshram has an impressive and diverse educational background. She completed her B.A. (Honours) in Sociology from Panjab University, Chandigarh, graduating First Class. She then pursued MBA in Management from Kurukshetra University, Kurukshetra, also securing First Class, strengthening her understanding of organisational behaviour and development administration. She further expanded her expertise globally by completing her Master of Public Administration from the University of Birmingham, UK, specialising in public policy — an academic milestone that continues to shape her approach toward institutional reform and governance innovation.
Since 6 November 2023, Ms. Aneeta C. Meshram has been serving as Additional Secretary, Department of Fertilizers, Ministry of Chemicals & Fertilizers, Government of India, a position she will hold until June 2027. In this capacity, she is responsible for key policy coordination, fertilizer sector strengthening, sustainability interventions, and industry-citizen linkages in agricultural support. Before her elevation as Additional Secretary, she served as Joint Secretary in the same ministry (June 2022 – November 2023), working on chemical and fertilizer administration, supply chain oversight, and industry-based reforms. As Secretary, Child & Women Development (April 2017 – July 2018), she worked toward strengthening nutrition, child welfare schemes, and gender-focused capability building. Her tenure in the Culture Department (2014 – 2017) added another dimensional layer to her career, during which she contributed to the preservation of heritage, cultural programming, and institutional reinforcement.
Throughout her career, Ms. Meshram has held critical postings across the spectrum of governance. She served as Secretary, Urban Development (2013 – 2014), contributing to housing policy, civic infrastructure improvements, and urban planning. She also served as State Project Coordinator for UPDASP (2012) in the Agriculture Department, linking agriculture reforms with grassroots implementation. As Special Secretary in both the Elections Department and Basic Education Department, she contributed to regulatory governance and human resource development.
Her rich district-level experience — including as District Magistrate in Rampur, Pilibhit, Mathura, Mainpuri, Rae Bareli, and Unnao between 2005 and 2011 — shaped her deep understanding of grassroots governance. These field-level postings strengthened her command over land revenue management, disaster mitigation, law and order, rural administration, and social development.
Earlier in her career, she served in important developmental postings such as Joint Development Commissioner and Chief Development Officer in Gorakhpur and Unnao, contributing to rural upliftment and livelihood advancement. Even her initial posting as Joint Magistrate in Gorakhpur (1998 – 2000) reflected the determination and command that have continued to define her professional journey.
