D Thara IAS extension as Additional Secretary- MoHUA (upgraded from Joint Secretary)
Ms. D Thara IAS (Gujarat 1995) given extension in upgradation of the post of Director to the level of Additional Secretary in Ministry of Housing & Urban Affairs for a term up to 28.07.2026 by the Appointments Committee of the Cabinet.
Ms. D. Thara is a distinguished civil servant known for her dynamic leadership, visionary urban governance, and dedication to institution-building across Gujarat and the Government of India. With an academic background rooted in the sciences—Post-Graduation in Biotechnology and Graduation in Zoology—she brings analytical thinking, research discipline, and evidence-based decision-making into administrative spaces that demand long-term structural transformation.

Currently serving as Additional Secretary, Ministry of Housing and Urban Affairs (MoHUA), New Delhi, since 6 December 2021, Ms. Thara holds one of the highest leadership positions in India’s urban sector. Her tenure is marked by extensive work in infrastructure expansion, urban policy reforms, planning frameworks, and national-priority missions that are repositioning India’s cities for the future. She is recognised for balancing strategic planning with on-ground implementation, ensuring that development outcomes remain citizen-centric and sustainable.
Before her elevation to Additional Secretary, she served as Joint Secretary in MoHUA (29 July 2019 – 6 December 2021). During this period, she played a pivotal role in major federal urban initiatives including affordable housing, municipal strengthening, Smart Cities, and capacity-building projects across states and urban local bodies. Her ability to collaborate with state governments, municipal commissioners, and development agencies helped streamline policies affecting everyday lives in urban India.
A significant milestone in her career was her leadership as Vice Chairman & Managing Director, Gujarat Industrial Development Corporation (24 June 2016 – 21 July 2019). Under her guidance, GIDC saw improved industrial infrastructure planning, better investment facilitation, and holistic cluster-based economic development. Her contributions strengthened Gujarat’s positioning as one of India’s most industrially progressive states.
Earlier, Ms. Thara was entrusted with one of the most challenging urban governance roles—Municipal Commissioner, Ahmedabad (10 October 2014 – 23 June 2016). Her tenure was marked by infrastructure upgrades, improved civic services, municipal digitisation efforts, and better public grievance systems. She had previously contributed to city transformation as Chief Executive Officer, Ahmedabad Urban Development Authority (29 September 2012 – 9 October 2014) where she advanced regional metropolitan planning and urban expansion strategies.
Ms. Thara also has strong experience across industrial, financial and municipal ecosystems, having served as:
- Special Commissioner, Commercial Taxes (2011 – 2012)
- Managing Director, Gujarat Agro Industries Corporation (2009 – 2010)
- Deputy Municipal Commissioner, Ahmedabad (2007 – 2008)
Her administrative journey began in core field postings, building a deep understanding of district-level public service delivery. She served with distinction as District Collector of Ahmedabad (2004 – 2007) and earlier as District Collector of Kheda (2003 – 2004). Prior tenures as District Development Officer in Surendranagar, Vadodara and Kachchha, along with her role as Assistant Collector at Gondal, shaped her career with hands-on exposure to governance, disaster response, rural development and community engagement.
