Who is IAS Amit Kumar Ghosh | Shri Amit Kumar Ghosh, IAS, a 1994-batch officer of the Uttar Pradesh cadre, has been promoted to the prestigious rank of Additional Chief Secretary (ACS). He is presently serving as Principal Secretary, Medical Health & Family Welfare and Medical Education, where he has been instrumental in strengthening the state’s public health systems and expanding medical education infrastructure, particularly in the post-pandemic phase.
A distinguished academic, Shri Ghosh holds multiple engineering degrees in Electrical, Electronics, and Electrical & Electronics Engineering from Andhra University, Visakhapatnam, all with First Division — including a First with Distinction. He also holds an M.A. in Defence Studies from Chaudhary Charan Singh University, Meerut. His multidisciplinary background combines analytical precision with strategic foresight, evident throughout his administrative career.
In a career spanning over 28 years, Shri Ghosh has served with distinction in both the Government of Uttar Pradesh and the Government of India. At the Centre, he held significant portfolios such as Additional Secretary in the Ministries of Social Justice & Empowerment and Road Transport & Highways, and as Joint Secretary in the same ministry earlier. During these tenures, he contributed to policy formulation and implementation in areas ranging from national highway development to road safety and accessibility initiatives for marginalized communities.
At the state level, he has held several key assignments including Mission Director, National Rural Health Mission (NRHM); Secretary and Mission Director, Health & Family Welfare; Managing Director, UP State Industrial Development Corporation (UPSIDC); and District Magistrate of several major districts including Lucknow, Meerut, and Moradabad. His leadership during his tenure as NRHM Mission Director was particularly noteworthy, as he drove large-scale public health programs focused on maternal and child health, rural healthcare access, and systemic reforms in service delivery.
Shri Ghosh has also served as Commissioner, Inspector General (Registration), and Secretary (Public Works), among other senior positions, demonstrating a rare blend of technical acumen and administrative excellence. His broad experience across infrastructure, health, and social sectors reflects his deep commitment to holistic governance and sustainable development.
