Shri Aman Garg IRS (C&IT 2008) presently Director- Department of Economic Affairs has been appointed as Senior Country Officer- International Finance Corporation (IFC), World Bank Group, India Office (foreign assignment) for a period of three years by curtailing the tenure of his Central Deputation as Director, Department of Economic Affairs under the Central Staffing Scheme.
Shri Aman Garg, IRS (Customs & Indirect Taxes: 2008 batch), is an experienced civil servant with more than sixteen years of service in the Ministry of Finance. Over the course of his career, he has built strong expertise in policy formulation, tax administration, infrastructure finance, and strategic economic planning. He has worked extensively on matters related to taxation policy, innovative financing models, domestic resource mobilization, and public financial management. Known for his analytical approach and administrative leadership, Shri Garg has contributed to several important policy initiatives within the Government of India and has also been associated with international financial policy discussions. His work reflects a commitment to strengthening India’s fiscal systems and supporting sustainable economic development.
Shri Garg has an impressive academic background that complements his administrative career. He holds a Master’s degree in Taxation Policy and Management from Keio University, where he studied as a World Bank Scholar, gaining global exposure to taxation systems, fiscal governance, and economic policy frameworks. He also completed a specialized certificate program in Public–Private Partnerships (PPP) and Project Finance from the Harvard Kennedy School in 2022, which strengthened his understanding of infrastructure financing and project structuring. In addition, he attended a Management Development Programme at Indian Institute of Management Lucknow. Earlier, he earned a Bachelor of Laws (LL.B.) from the Faculty of Law University of Delhi and completed his Bachelor of Commerce (Honours) from Government College Chandigarh, laying a strong academic foundation in finance, law, and public policy.
Currently, Shri Aman Garg serves as Director in the Department of Economic Affairs under the Department of Economic Affairs in the Ministry of Finance. In this role, he is involved in policy formulation and strategic initiatives related to economic and financial governance. His responsibilities include working on infrastructure finance, public financial management frameworks, and innovative financing mechanisms aimed at supporting India’s development priorities. He is also associated with initiatives under the G20 International Financial Architecture Working Group, contributing to policy discussions on international financial architecture, sustainable finance, and global economic cooperation.
Prior to this assignment, Shri Garg served as Additional Commissioner in the Ministry of Finance from 2017 to 2021 in New Delhi. In this role, he handled important responsibilities related to indirect taxation and fiscal governance. His work involved policy interpretation, administrative oversight, and coordination with multiple stakeholders including government departments, industry representatives, and international institutions. His leadership and strategic thinking contributed to effective implementation of tax policies and improved administrative efficiency.
Earlier, he served as Deputy Commissioner in the Customs and Central Excise Department of the Ministry of Finance between 2014 and 2017. During this tenure, he was responsible for administering customs and excise regulations, ensuring compliance with tax laws, and overseeing revenue administration functions. This role provided him with hands-on experience in regulatory enforcement, trade-related taxation issues, and operational management within the revenue administration framework.
Shri Garg began his career in the Indian Revenue Service in 2008 as an Assistant Commissioner in the Ministry of Finance, a role he held until 2014. During these formative years, he worked extensively on tax law administration, compliance mechanisms, and revenue management. The experience helped him develop a deep understanding of taxation systems and public financial governance, forming the foundation for his later policy-oriented assignments.
Over the years, Shri Aman Garg has developed a reputation as a capable and forward-looking civil servant with strong expertise in taxation policy, infrastructure finance, and economic governance. His professional journey reflects a blend of administrative experience, academic excellence, and international exposure. Through his work in the Ministry of Finance and participation in global policy forums, he continues to contribute to strengthening India’s economic policy framework and promoting sustainable financing for development.
