9 IAS Reshuffle in Ladakh, Chief Secretary Ashish Kundra IAS given Home, Forest and Revenue

Indian Bureaucracy News, Ladakh, February 28, 2026 | The Union Territory of Ladakh today allocated departments nine IAS officers. List of the officers and their newly allocated departments is given below.

  1. Shri Ashish Kundra IAS (AGMUT 1996), presently Chief Secretary, Union Territory (UT) Ladakh, has been given the charge of Advisor to HLG, Finance, Home & Vigilance (CVO), Forest, Ecology & Environment, and Revenue. Prior to this, he was serving as Principal Secretary to the Lt. Governor (Additional Secretary equivalent), Government of NCT of Delhi (GNCTD), Office of Lt. Governor, Delhi.
  2. Dr Laltinkhuma Franklin IAS (AGMUT 2006), presently Commissioner & Secretary –  Planning & Development Department, Ladakh, has been assigned the charge of Secretary to Lt. Governor; Health & Medical Education; Planning, Development & Monitoring; Secretary, Department of Finance; Resident Commissioner, Ladakh at New Delhi; Commissioner, State Taxes & Commissioner, Excise; and Director, Accounts & Treasuries.
  3. Shri Sanjit Rodrigues IAS (AGMUT 2013), Administrative Secretary, has been given Tourism & Culture and Housing & Urban Development Departments, UT Ladakh.
  4. Shri Rahul Sharma IAS (AGMUT 2013), Administrative Secretary and Additional Chief Electoral Officer Jammu & Kashmir, has been given the charge of Chief Electoral Officer, Ladakh, along with Transport, Elections, Inspector General of Registration, Food, Civil Supplies & Consumer Affairs, and Public Health Engineering, Irrigation & Flood Control.
  5. Shri Bhupesh Chaudhary IAS (AGMUT 2014), Administrative Secretary – Transport, Agriculture & Horticulture, Animal, Sheep & Fisheries, Cooperation and SIDCO, Ladakh, has been given Industries & Commerce (including Mining & Geology), Civil Aviation, Science & Technology, Agriculture & Horticulture, and Managing Director, SIDCO.
  6. Ms Shashanka Ala IAS (AGMUT 2014), Administrative Secretary – Rural Development, IT and Disaster Management, Ladakh, has been given Rural Development & Panchayati Raj and Information Technology.
  7. Ms Bhanu Prabha IAS (AGMUT 2015), Administrative Secretary – Higher Education, School Education, Technical Education & Skill Development, Ladakh, has been given Higher Education, Technical Education & Skill Development, School Education, Cooperatives, and Disaster Management, Relief, Rehabilitation & Reconstruction.
  8. Shri Baseer Ul Haq Choudhary IAS (AGMUT 2015), consequent upon his transfer to Ladakh and subsequent relieving from the Union Territory of Jammu & Kashmir on 20.02.2026, has been appointed as Administrative Secretary – Public Works (Roads & Buildings), Hospitality & Protocol, Estates, and Information & Public Relations.
  9. Shri Rudra Goud P T IAS, Secretary, Animal Husbandry & Fisheries and Sheep Husbandry Departments, UT Ladakh, has been made Administrative Secretary – General Administration (including ARI & Trainings, Grievances, Press, Stationery & Office Supplies), Power Development & New-Renewable Energy, Labour & Employment, and Animal Husbandry, Sheep Husbandry & Fisheries, Ladakh.
